Job Description

IRC’s Crisis Response, Recovery and Development unit focuses on various relief, rehabilitation, and development programs for refugees, internally displaced persons and those affected by conflict and natural disasters worldwide.  Each region is managed by a regional team that oversees the country programs, headed by a Regional Vice President (RVP), Deputy Regional Director for Programs, and Regional Grants Director, and supported by the Regional Program Support Team based in New York, London, and Germany. The IRC’s Great Lakes region is made up of four countries; Burundi, Central African Republic, Democratic Republic of Congo, and Tanzania.

Scope: The Program Manager will be responsible for providing a range of administrative and programmatic HQ support services to country programs in the region, working closely with and reporting to the Regional Program Officer to support the region’s non-European (USG and UN) portfolio. The Program Manager will work with country office grants and support departments, as well as the regional team, to ensure timely and accurate grant reporting and portfolio support. This includes close collaboration with Regional Program Support Team members based in Europe as well as colleagues based in the field and in other HQ units and departments. This position may require field travel.


Grants Management

  • Review, edit, and provide substantive feedback on grant reports prior to donor submission and submit reports in a timely manner;

  • Maintain the region’s grant filing system at HQ and detailed lists of the region’s active grants by country, including reporting deadlines, and alert colleagues as appropriate;

  • Provide support to the Program Officer in proposal/grant modifications and submissions, including liaising with various departments to obtain approvals and help to ensure complete proposal packages;

  • Liaise with the Finance Department to support the finalization of codes when grants and sub-grants are fully executed, and relay proper documentation back to the country programs;

  • Review and process sub-award proposal packages, sub-award agreements and modifications, ensuring compliance with donor requirements and IRC’s Sub-Award Partnership Management System; U.S, Government FFATA reporting;

  • Assist in providing coverage support when Program Officer is absent.


  • Coordinate and participate in monthly calls with country teams;

  • Gather all documentation for and seek signature of CFO for agreements and proposals;

  • Gather all documentation and signatures for Power of Attorney requests.

  • Assist with the organization of regional conferences and regional meetings;

  • Assist in organizing logistics and meetings for field staff visiting HQ;

  • Manage country call calendar and provide call support/notes for the region.

  • Manage and assist in compiling regional data and information, including through organization’s grant filing system and other regional trackers.

    Internal and External Communications

  • Respond to day-to-day interdepartmental, field and external requests for information;

  • Assist the Program Officer in gathering and updating information on the region’s country programs, and to help draft summaries as requested;

  • Assist the Program Officer to promote the work of the region’s country programs;

  • Update and maintain regional and country office RescueNet pages.


  • Research and be informed about programmatic issues, security and political developments in the region;

  • Participate in special projects as needed;

  • Provide in-country support as needed and assist in training of new grants staff either remotely or in-country.


  • Bachelor’s degree in a related field (Education, International Affairs, Social Work, etc.) - or equivalent;

  • Minimum 2 years related non-profit and/or administrative work experience desirable. Some field experience a plus, regional experience in particular;

  • Ability to work in French required.

  • Proven writing and editing skills: the ability to draft memos & letters and edit reports and proposals;

  • Solid organizational and administrative skills, with a proven ability to prioritize projects with attention to detail;

  • Understanding of United States Government donors and their requirements preferred;

  • Excellent computer skills: MS Word, Excel, file sharing and database software;

  • Excellent interpersonal and communication skills; the ability to successfully and effectively liaise with people within and across departments in a multi-cultural environment;

  • Both a team player and independent performer in a very fast paced environment;

  • Ability and willingness to travel;
