Organizational Setting

Reporting Lines

Under the overall supervision of the FAO Representative in Azerbaijan, operational supervision of the Programme/Operations Specialist, technical guidance from the Lead Technical Officer and direct supervision of the Long Term International Consultant of the Project, the M&E Specialist will carry out the below mentioned activities for the GCP/AZE/018/EC “Strengthening of agricultural advisory services” Project. The Specialist will work in close collaboration with the technical experts and project personnel (national and international consultants), the Donor’s representatives and National Counterparts for the overarching goal of ensuring the proper monitoring and evaluation of the project activities.

Technical Focus

Tasks and responsibilities

  • Provide technical support and guidance for the preparation of M&E system for the Extension project in a participatory manner via stakeholder consultation processes and partnerships
  • Develop and adapt assessment, monitoring and evaluation tools, procedures and plan based on the Logical Framework and Results Matrix and in line with EU and FAO guidance
  • Contribute to the assessment of the ASS (Agricultural Advisory System) in Azerbaijan, both public and private based on FAO (AGDR) methodology. Prepare indicator frameworks, scoring tolls and other metrics instruments
  • Perform periodic monitoring of the project progress in collaboration with the project/program team, including field visits. The monitoring should be done against planned indicators on LFM and not only to ensure adherence with the work plan and its timetable but to also make sure EU rules and regulations are strictly followed
  • Monitor and evaluate mechanisms in ASS
  • Monitor the implementation of the Communication and Visibility Plan including quality of publications, press releases, leaflets, posters etc.
  • Monitoring and evaluation of trainings, including the collection of relevant outputs and reports
  • Prepare instruments for monitoring and evaluation for a draft five-year strategy and implementing framework for the further development of the AAS system in Azerbaijan
  • Assist in evaluation of project activities, notes and documents
  • Maintain a regular reporting line with the concerned Project staff and other stakeholders, in order to ensure the completeness of the flow of information
  • Assist in the preparation of progress reports on project implementation, the state of achievement of the components results, including two regional projects and separate activities and collect feed backs from training/ round stables participants
  • Provide inputs to FAO’s overall reporting efforts, capturing the project outputs and impacts in the achievement of national SDG processes in connection with areas of AAS in coordination with the government agencies
  • Provide assistance to EU appointed external monitoring and evaluation missions
  • Perform any other duty related to the consultancy in part of monitoring and evaluation

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • University degree on social and administrative sciences such as economics, mathematics, statistics, business administration, political sciences, international relations, sociology, agronomy or in other field relevant to assignment with minimum 5 years of experience in project preparation and management.
  • Excellent knowledge of English and Azeri languages.
  • Nationals of Azerbaijan
  • Experience in agricultural sector and advisory services M&E is an asset.
