BACKGROUND AND OBJECTIVES OF THE FUNCTION

This consultancy position will form part of the team of the Health cluster coordination on improving Health cluster coordination deliverables through a combined Epidemiological analysis and Health cluster coordination by provision of technical support for health cluster (HC) partners at national and sub-national level.
The Health Cluster/Epidemiologist will be providing technical support to HC partners in coordination and epidemiological analysis of the on-going projects of the South Sudan HRP. The incumbent will be responsible for overall oversight of the epidemiologic/public health aspect of the health cluster coordination needs of HRP funded projects.
The incumbent will assist National/Sub-national health cluster team in strengthening health cluster coordination and public health data analysis functions based on his/her experiences from the projects. The epidemiologic/health coordination will be a technical lead as well as support function hence the HC implementing partners and HC teams will get support through epidemiologic analysis of public health interventions and overall HC response strategy. The incumbent will play role in promoting of key learning/achievement for the improvement of the project and for wider learning of the organization.
As part of HC team, the incumbent will contribute to the achievement of the WHE programs objectives in the country through the contribution of Health cluster interventions/response analysis. S/He will participate in capacity building of health cluster partners to respond to epidemiologic investigation and outbreak verification. S/He will represent the HC in ICWG and other fora.

DESCRIPTION OF DUTIES

Working under the direct supervision of the National Health Cluster Coordinator and the overall coordination of the WHO Representative, the Consultant will perform the following tasks\:
  • Provide technical guidance to HC partners on high impact public health interventions and analyze outcomes.
  • Collect and analyze public health data relevant to the emergency in South Sudan, providing high quality epidemiologic analysis (disease outbreak in emergency settings) to inform relevant stakeholders and produce HC documents and advocacy alerts, using disaggregated data.
  • Oversee the analysis and dissemination of the humanitarian public health Information, the health services and response gap analysis, and generate updated epidemiologic analytical reports as required, based on the existing databases and using disaggregated data.
  • Participate in WHO Emergency program implementation including contribution to outbreak preparedness and response in the country
  • Support capacity building initiatives by HC/WHE on health emergencies response for HC partners at national and state level
  • Provide Oversight to the overall performance of HRP performance against agreed upon selected epidemiologic indicators
  • Participate actively in developing programme planning process including public health indicators development and adherence to performance indicators regularly
  • Conduct public health risk assessment and identify high risk counties/groups;
  • Provide technical and coordination guidance on surveillance activities in HC priority counties
  • Coordinate outbreak data (cases, contacts, deaths, laboratory results, actions) management and dissemination
  • Prepare regular information products including daily situation reports on the evolution of the outbreak, ongoing and planned activities of the healthcluster prioritized locations.
  • Contribute in the sensitization of HC partners on outbreak prevention and control including case detection and reporting process
  • Contribute to field studies in epidemiology and surveillance.

REQUIRED QUALIFICATIONS

Education

Essential\:
  • Advanced University Degree (Masters Level or above) in Medicine, Public Health or related fields, including training or certification in Health Cluster Coordination
Desirable\:
  • Training or certification in health project management

Experience
Essential\:
  • A minimum of 7 years of experience in the field of Emergency Public Health and epidemiology at the international level with at least 5 years of health cluster coordination and collaborative partnerships in emergency and humanitarian relief operations, Capacity building and training in public health interventions including outbreak investigation, prevention and control of epidemic prone diseases including monitoring, oversight and evaluation of emergency health programs.

Desirable\:
  • Experience working with WHO, UN Agencies and other international non-governmental humanitarian organizations in crisis-affected settings/countries

Use of language skills

Excellent knowledge of English is essential.


Specific Knowledge and Skills required\:
  • Demonstrated ability to conduct epidemiologic analysis, health cluster coordination deliverables and emergency public health interventions
  • Ability to establish and maintain effective working relationships with national counterparts and country office staff at all levels
  • Excellent knowledge of Microsoft Office applications.
  • Good general knowledge of enterprise resource planning systems.

·Remuneration – this is a P4 Level consultancy with a monthly remuneration of $8,490 and Daily Subsistence Allowance of $128, reduced by half after the first 30 days.
