Consultant International: Emergency Specialist for rapid response, SSA, P-3, Goma

CONTEXTE : This position is to support the coordination unit of Goma for the Rapid Response Programme. Under the general supervision of the chief of section, Emergency Goma, the incumbent is to contribute to operationalization of the new rapid response by reinforcing capacity of partners and team, ensuring harmonized approaches of the programme amongst different hubs (provinces) and establishing strong monitoring system. When the Rapid Response is fully functioning, the incumbent will support delivery of actual response in the field.

I- Context:

The humanitarian situation in the Democratic of the Congo (DRC) continues to deteriorate due to the activities of armed groups, intra- and inter-ethnic/communal violent conflicts, epidemics, natural disasters, and food insecurity. According to the 2020 Humanitarian Needs Overview (HNO), the number of people in need of humanitarian assistance will increase from 12.8 million in 2019 to 15.9 million in 2020. Of these, 8.4 million people lack basic access to Water, Sanitation, and Hygiene (WASH) services and 8.6 million vulnerable persons lack protection. Furthermore, 5 million internally displaced persons (between October 2017 and September 2019) and 2.1 million returnees (from April 2018) have been registered, with the highest number of population movements in Ituri, North Kivu, South Kivu, and Kasai Central provinces.

To address urgent humanitarian needs of affected population, UNICEF is launching its new rapid response programme replacing Rapid Response to Population Movements (RRMP) mechanism. The new rapid response programme is developed based on the following criteria: high immediate impact, rapidity, simplicity and local implementation. Its objective is to contribute to quickly meet the vital needs of people whose survival is threatened by a humanitarian shock (preventive or reactive displacements, natural disasters, epidemics)

2- Purpose of the assignment

This position is to support the coordination unit of Goma for the Rapid Response Programme. Under the general supervision of the chief of section, Emergency Goma, the incumbent is to contribute to operationalization of the new rapid response by reinforcing capacity of partners and team, ensuring harmonized approaches of the programme amongst different hubs (provinces) and establishing strong monitoring system. When the Rapid Response is fully functioning, the incumbent will support delivery of actual response in the field.

3- Key accountabilities, duties and tasks

The incumbent will work on following 3 specific objectives;

Objective 1 Capacity Building  

  1. Develop operational strategy for each hub and support its implementation
  2. Provide technical advice to the field team and partners related to rapid response
  3. Harmonized approaches (tools and process) are ensured amongst different hubs in coordination with coordination unit of Goma

Objective 2 Monitoring of project implementation

  1. Effective implementation of the project in all 5 regions is done remotely and through field missions;
  2. Supplies are well dispatched to each hub without interruption;
  3. Project implementation progress is monitored;
  4. Appropriate and effective remedial actions taken to solve if needed.

Objective 3 Rapid Response

  1. In the event of an emergency, the incumbent is deployed immediately with emergency officer/specialist of each hub to establish UNICEF’s presence and implement the initial operational tasks relating to emergency assistance;
  2. Support needs assessment, targeting, delivery of assistance as well as post-delivery monitoring;
  3. Identifies problems and constraints in order to ensure effective project delivery;
  4. Upon return, provide feedback on each response with the aim of improving the programme.

IV- Expected results

  1. Implementing partners capacity reinforced to ensure expected results of partnerships;
  2. Strong monitoring system is established in each hub;
  3. Effective delivery of rapid response programme as planned in its operational plan/concept note

     

V- Location of duty

Based in Gomaa with frequent travels to 5 provinces of DRC. (North Kivu, South Kivu, Maniema, Ituri and Tanganyika)

 

VI- Supervision, Feedback and reporting

The incumbent will be based in Goma in DRC, under the direct supervision of the Emergency Specialist, Goma. He/she will work in close daily cooperation with emergency officers, specialist and chief from Kinshasa and 5 others regions of the project, other sections of the country office, government counterparts and NGOS.

 

VII- Key qualifications and required skills

Education

  • An Advanced University Degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably combination of management, administration and relevant technical fields.

Work experience:

  • Minimum of 5 years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Developing country work experience
  • Specialized training and experience in emergency response management highly desirable.
  • Fluency in English and French is required. Verbal and written is required.
