Job Description

The IRC aims for people affected by conflict or disaster to be healthier, safer, better educated, economically secure, and more powerful because of the work that we do. To achieve this goal, IRC is committed to being outcome-driven, evidence-based and evidence-generating. Making evidence-informed decisions about programming and research investments is essential to the achievement of our programmatic goals and is a priority as we develop our new organizational strategy (IRC 20xx).

In 2020, the Evidence to Action team will focus on two main areas of work: (i) supporting the development of the IRC’s research and innovation priorities and (ii) strengthening the use of evidence in strategic, programmatic and business development decisions across the organization. The E2A Manager will help to develop evidence processes and products that will be used by IRC’s Research and Innovation team as well as the Technical Units as they develop research and innovation agendas around specific topics. The Manager will also respond to evidence requests from IRC’s senior leadership, technical units, regional and country teams around thematic areas, programmatic approaches and interventions. The E2A Manager will also support the E2A to identify, develop and improve the ways we deliver our use of evidence services. This position will sit within the Airbel Impact Lab.

Job Overview/Summary:

This role will primarily support the production of evidence reviews by conducting scoping, screening, searching and synthesis activities. In the initial stages, this role is expected to follow the guidance and mentorship of the Evidence to Action Advisor in order to build competence in our evidence search, appraisal and synthesis approaches and to structure and manage major projects. The E2A Manager will also support the management of all evidence products within the E2A’s systems and within broader IRC knowledge management platforms. The Manager will also contribute to routine communication about evidence products completed and services provided. Where relevant, the Manager may be requested to manage short-term staff such as interns or consultants. The role reports to the Senior Advisor, Research and Evidence.

Major Responsibilities:

Develop and deliver evidence products for the IRC’s Research and Innovation Priorities and Strategic themes (75%):

  • Under the guidance of E2A team members, collaborate with Airbel and Technical Unit staff to identify evidence gaps related to Malnutrition, Education and Sexual Reproductive Health/Maternal Newborn Health.

  • With support from the E2A team, engage Technical Units, Senior Researchers and others on identification of evidence needs for other emergent thematic areas such as climate change, mental health, resilience etc.

  • Where relevant, support the Evidence-Based Decision-Making (EBDM) process for interventions proposed for review by Technical Units.

  • Conduct scoping, searching, screening, appraisal and synthesis activities in order to develop appropriate evidence products: summaries, reviews etc.

  • Orient and manage short-term research assistants, interns or consultants and provide project management support to the production and maintenance of evidence reviews

  • Support the maintenance of an updated evidence repository within the E2A team and on IRC’s intranet (Rescuenet)

Support the integration of use of evidence across organizational practices (25%):
