The purpose of the job

Given the recent increase in emergency and recovery-long term funding received by the Mozambique Country office, to be implemented in the next 4 years, the country office is seeking to recruit a NO-B Budget Officer which will support the Program coordination team and the NO-C program specialist (Budget) to ensure proper and timely utilization of funds.

Key functions, accountabilities, and related duties/tasks:

Within the Programme Coordination Unit (PCU), and under the supervision of the Planning and Monitoring Specialist (P4), the budget Officer will Coordinate with HQs and programme sections and Resource Mobilization/Partnership specialist on incoming funds; allocations, grants management, extension, adjustments as well as reallocation, including 

  • Monitor conditionality and deviations from the intended purposes of grant utilizations.
  •  Assist the Program Coordination Unit (PCU) in the allocation and reallocation of funds to maximize efficient and full utilization
  • Conduct regular review and reconciliation of PBAs
  • Provide analysis of management and budgetary indicators (KPIs)
  • Carry out end of year adjustments, as required.
  • Ensure timely change of funding sources Purpose for the job
  1. Collect and analyze budget and financial data for planning and monitoring, management, and evaluation purposes, provide analysis for audit and reviews; MANAGING vision/sap AND Insight tools (Cubes analysis) in order to produce reports – both internal and for donor reports, as needed. Support PCU in preparation and follow up of any internal or external audit. 
  2. Assist in the preparation of country program documentation, by drafting the related parts 
  3. Support PCU in drafting all financial and budget analysis for reports (management, annual reports, donor reports, UNDAF/UNSDCF, etc)  
  4. Advise the PCU on financial rules and regulations, liaising with DFAM, and the Comptroller office in order to clarify procedures and train MZO Staff appropriately.  
  5. Contribute to capacity building of partners’ fiduciary responsibilities, including 
  • Participation to financial spot-checks as per the HACT framework, as well as following on audit and spot-checks recommendations to close,  
  • Providing inputs and technical guidance to partners, as needed.  
  1. Ensuring timely payroll and liaising with finance (and Operations section) on any related grant-related salary cost adjustment, in order to guarantee that OR and RR funded post are properly financed, as per planned.  
  2. Perform other duties as assigned from time to time.

The incumbent will be liaising regularly with the Ressources Mobilization Specialist (for donor reporting and incoming proposal, as well as timely allocation); with the Programme Specialist (Budget) and HACT program Assistant on HACT spot-checks analysis and support, and also to the Planning & Monitoring supervisor and Deputy Representative on regularly updating on the funding and execution situation of the entire Country office 

To qualify as an advocate for every child you will have…

Education: A first level University degree in accounting, budgeting, administration, audit procedures or another related financial field is required. Supplemental formal financial or other related fields.  A Bachelor's degree in Procurement and/or Logistics, or Business and Administration or related field is an asset.

Experience: A minimum of 5 years of professional experience in financial management or audit is required.   Experience in a UN system agency or organization some of which served in a developing country is considered as an asset.  Advanced knowledge of Microsoft Office, especially Excel required.   Experience in database packages, web-based management systems and ERP systems (preferably SAP financial modules) is considered as an asset.   Experience with IPSAS and/or IFRS is considered as an asset. Previous experience with UNICEF is considered an asset.

Language Requirements: Excellent knowledge of written and spoken English and  

Portuguese is required.
