Job Description

The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies.Based on the current health situation in Libya and the needs faced bypeople present in the country,the IRC has the specific goal of ensuring that migrants outside detention centers, vulnerable groupsandthehostingpopulation will have access toqualityprimaryhealthcareservices, including, , mental health and psychological support (MHPSS), reproductive health and non- communicable diseases (NCDs).

IRC’s emergency team is engaging local communities and empowering them to ensure they have equal access to health services while mobilizing outreach medical teams to6 maintain proximity to the people in need.

Job Overview/Summary:

This position is responsible for the provision of high quality standardized MHPSS services, the implementation of the MHPSS clinical guidelines and pathways through the provision of technical support of the mhGAP trained clinical staff with regards to diagnoses, treatment plans and follow up of the IRC patients with Mental Health conditions at Primary Health Care Level.

Major Responsibilities:

The Psychiatrist/ clinical supervisor will work with IRC’s medical teams in the different supported public health facilities in Tripoli, she/he will:

ØProvide ongoing on the job supervision and mentoring to mhGAP-trained medical doctors and other staff as well as group and individual supervision

ØEnsure follow up of patients is being done properly, including prescription of drugs is being made as per the WHO's recommendations and the national recommendations

ØConsult on complex cases and respond to psychiatric emergencies in conjunction with the IRC medical team

ØWhen needed, provide specialized consultations to the patients in need for psychiatric care

ØEnsure referral pathways to secondary and tertiary level services are functioning

ØIn coordination with the MHPSS Specialist engage national stakeholders to find sustainable solutions for psychotropic medication supply at the general health care level.

ØProvide mhGAP training to general health care providers and support in training of paraprofessional staff (e.g. Community Health Workers, refugee volunteers) in mental health and psychosocial support.

ØContribute to donor reporting and produce training reports (including data on attendance, pre-post tests and training evaluations) and other reports and visibility materials (e.g. success stories)

ØSupport the development and implementation of Mental Health awareness raising sessions, prevention and promotion activities in the Health Facilities and throughout the local community

ØParticipate in surveys and health assessment to identify MHPSS risk factors in the affected communities and tailor the project to address such gaps

ØWork collaboratively with other agencies, local and international and with relevant government bodies

ØUndertake other tasks as assigned by the MHPSS specialist and the Health Manager to enable and contribute to IRC’s programming.

Key Working Relationships:

Position reports to:Senior Medical Team Leader

Position directly supervises: N/A. S/he will supervise and train GPs and psychologists.

Indirect Reporting: MHPSS Specialist

Other internal: Health manager, Health Coordinators, Protection Managers

Other external: PHC staff, MoH, other NGOs and UN agencies

Working Environment:This position will be based out of the IRC field office in Tripoli, Libya with possible visits to Tunisia.


Qualifications

Job Requirements:

•Psychiatrist with 5 years of experience in psychiatric care.

•Strong organizational and supervisory skills.

• mhGAP certification by WHO is an advantage.

•Previous NGO experience preferred.

•Experience in mental health and protection work with displaced persons, refugees, returnees

•Good negotiation skills and networking

•Strong interpersonal and verbal communication skills

•Self-directed, able to independently set priorities and solve problems with minimal guidance

•Willingness to work beyond working hours and travel between IRC supported facilities in Misrata and Zliten.

•Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access.

•Very good communication in English and fluent in Arabic
