Job Description

Under the direction of the Country Director, the Senior Operations Coordinator is a member of the senior management team (SMT) (along with the Deputy Director of Programs (DDP), Security Coordinator, Finance Manager, and Country Director (CD). She/he is responsible for leading and managing the operations teams in the Country Program ensuring they are fit-for-purpose and respond to the needs of IRC’s programs. The Senior Operations Coordinator is expected to contribute to high levels of teamwork and inter-departmental and cross-sectorial collaboration.  Through her/his leadership, the operations teams will be supportive of program delivery, results driven and guided by data analysis, problem identification and problem solving. The Senior Operations Coordinator will be expected to support the ops teams to put in place, and adhere to, all operational systems as the IRC Burkina Faso office transitions from an emergency team lead response, to a country office.

Major Responsibilities

Ethics and Integrity

Adhere to and act in accordance with the IRC Way (code of conduct) and other Global HR Policies and Procedures, and communicate through word and example a high standard of compliance with all applicable policies and regulations.

Management and Strategy

Actively contribute to and participate in management and leadership platforms such as the senior management team, the country leadership team and the country management team. Be a champion for the implementation of the Burkina Faso Emergency Program Strategy (and the Strategic Action Plan as it gets developed) and ensure quality and meaningful participation of the operations teams in strategy-related activities. 

Human Resources and Administration

Provide leadership to the human resources and administration team and ensuring the application of best practices and adherence to national and state level NGO and other relevant compliance regulations. Ensure proper functioning of the HR department and necessary support to all sectors and teams. Oversee the development/review of HR policies, guidelines and processes. Ensure recruitment, staff planning, training needs assessments and plans are carried out to meet the needs of all departments. Oversee the administration functions especially as they relate to rental agreements, visas and registration. 

Supply Chain Management Direct supervision of the SC Manager and oversight of all Supply Chain staff; ensuring that team meets the programs' needs promptly while aligning with IRC policies

  • In collaborative with internal and external stakeholders, develop and implement collaborative planning on procurement and distribution of goods and services, allocation of human and material resources to support the effective and quality implementation of grant and projects.
  • Lead supply chain assessments and provide operational risk analysis, and recommendations to the CMT related to supply gap in staffing, systems, procedures and policies.
  • Based on market assessment and country programs need, develop country procurement strategies, that will facilitate long term contracts and strategic partnership with suppliers and vendors in accordance with IRC, donor and host government rules and regulations.
  • Undertake periodic system reviews of procurement, assets, warehouse/inventory, suppliers and vendor contracts to verify that policies are adhered to and to identify areas for improvement.
  • Ensure that training needs are identified, plans are developed, fully implemented and refresher trainings provided, both for Supply Chain and non-Supply Chain staff.

  • Provide technical support to field teams to ensure all field offices are in compliance with IRC Supply Chain policies and SOPs.

  • Maintain close working relations with the Finance lead to ensure full and coordinated support is extended to the Supply Chain department.

  • Ensure full implementation and consistent use of Global Supply Chain tools and system in coordination with finance and grants units.

  • Lead preparation and implementation of Integra (coming Enterprise Resource Planning tool)

  • the adequate provision of reliable and safe transport for all departments and particularly programs to allow the effective and efficient delivery of programs in sometimes remote locations with varied terrain. Lead assessments of fleet capacity and ensure proper fleet management including servicing, driver training etc

Information Communications Technology

Based on comprehensive needs assessments, ensure that all digital data and information needs of operations and program teams are catered for. This will involve the provisioning of hardware, software and ongoing training. Given the remote and insecure location of field sites, particular attention should be paid to ensuring robust connectivity and communication channels both between field teams and offices and between offices. 

Finance and Compliance

In close collaboration with the Finance Manager and the DDP, ensure operating costs are included in operating budgets and funding proposals and that programmatic growth or scale downs are factored into operations planning.

Representation

  • Represent IRC and IRC's interests with Government officials, UN, and others as needed
  • Other activities/responsibilities that may be required by the CD

Qualifications

  • Masters degree required (management-related or general operations preferred);
  • Minimum of 5 years’ experience managing operations and/or projects in fragile and insecure locations, preferably in Burkina Faso or West Africa;
  • Demonstrated ability to manage field staff and remote field offices;
  • Demonstrated ability to support office/programme start up, including the development and set up of systems, in line with appropriate standards
  • Prior experience with IRC an advantage
  • Experience in logistics, HR/Admin, and security management
  • Excellent cross-cultural communication skills
  • Excellent staff capacity building and training skills
  • Strong problem-solving, analytical and decision-making skills;
  • Strong computer skills;
  • Flexibility, ability to work independently and meet deadlines
  • Willingness to travel in the field and work in sometimes remote corners and / or with relative safety and minimal living conditions (as allowed by security)
  • Fluency in French with functional English is required

Computer/Other Requirements:

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint 

Working Environment:

  • This position is based in Ouagadougou and will be unaccompanied during the initial start-up/stabilization phases, with the possibility of review within the first year based on security levels and funding availability.
  • Housing will initially be in shared IRC accommodations during start-up phases
  • Regular travel to field sites (security permitting) and for regional support as needed
  • Security level: Orange, but stable in Ouagadougou. All international staff of IRC Burkina Faso must comply with the rules and policies in place for security.
