Job Description

Manage a portfolio of strategic sourcing indirect categories and projects. Establish strong collaborative relationships with project managers and key stakeholders in Programs and functional areas to align around category strategies and project requirements, scopes, and timelines.  Make recommendations for, or improve, a sourcing strategy for each category, as appropriate.  Partner with global and regional Programs and offices to drive procurement through the Supply Chain team and eliminate unmanaged spend.  Establish long-term agreements where feasible to reduce transactional work and obtain optimal quality, service, price, and other benefits for IRC.  Advise and enable Country Programs in their sourcing projects as appropriate.  Develop beneficial partnerships with global and regional suppliers and other organizations.

Indirect sourcing categories may include marketing services, IT and telecommunication equipment, systems, and services, consulting services, financial systems and services, human resource systems and services, office supplies, equipment, and services, and other indirect categories of goods and services.  Specific responsibilities include facilitation of sourcing initiatives and projects with Programs, development of category strategies with guidance as appropriate, negotiation with suppliers, establishment and maintenance of supplier relationships, and leadership of Business Reviews with suppliers and internal stakeholders.  A portion of the total category spend and supplier-base in each category is managed by decentralized Country Program Supply Chain teams; however, the Manager, Global Procurement must offer global strategy, oversight, and support.

Major Responsibilities:

  • Establish strong collaborative relationships with internal groups including Programs, Regional/Country Offices, Finance, Human Resources, IT, Legal, and others

  • Recommend and improve category strategies, supported by market and industry analyses

  • Lead each sourcing project: facilitate team meetings; manage and document the RFX process

  • Establish and maintain supplier relationships, and facilitate periodic Business Reviews to continually identify process improvements and cost reduction opportunities

  • Manage complex projects from conception through implementation, including change management

  • Prepare analyses of spend data, category supplier bases, and cost models


Qualifications

  • Three to six years of sourcing experience in a range of indirect spend categories

    • Excellent problem solving, communication, and influencing skills within a matrix environment

  • Solid experience in contract negotiation and supplier relationship management

  • Demonstrated knowledge of procurement industry cost structures and drivers

  • General knowledge of applicable sourcing, planning, and logistics laws and regulations

  • NGO experience preferred, including understanding of institutional donors’ (USAID, DFID, ECHO, and others) procurement policies

  • Proven project management and process improvement experience

  • Ability to document stakeholder requirements and specifications in conjunction with subject experts, measure and drive adherence to requirements and specifications, and manage internal and supplier relationships to achieve desired results

  • Strength in meeting or exceeding project milestones and deliverables, while multitasking and prioritizing

  • Ability to provide fact-based strategy and sourcing recommendations

  • Experienced user of Excel, Word, PowerPoint, and ERPs

  • Bachelor’s degree required

Working Environment:   Office work environment.  Travel less than 10%
