BACKGROUND:
Throughout 2019, non-state armed groups have consolidated their presence in northern areas of Burkina Faso, perpetrating an increasing number of violent acts, and compounding already tense dynamics in the region. At the same time, ethnic and community violence has risen and interfaced with actions from radical groups and military responses, further exacerbating the situation and resulting in significant population movement and humanitarian needs.
In response to growing needs, the IRC deployed the emergency response team, opened a country office and launched humanitarian assistance programming in April, 2019. The IRC currently has one field base in the Sahel region in addition to the administrative office in Ouagadougu, and is looking to expand in programme scale, scope and geographic support over the coming months. The DDP will play a key role in move forward on programmatic strategies, securing the necessary resources, and ensuring programme quality during these initial phases.
SCOPE OF WORK:
The Senior Grants Manager will lead grant management for the IRC in Burkina Faso, working with Regional Grants Unit staff to maintain quality grants to support the country’s strategic goal. The position ensures donor compliance, reporting, proposal packaging for donor submission, conducting project cycle meetings, project document filing, preparing donor briefs and visibility. S/he will work collaboratively with a range of colleagues in Burkina Faso and elsewhere, including other members of the Grants Team, M&E Team, technical coordinators, Operations, Finance, and with the Deputy Directors of Programs, and of Field Management.
Reports to: Deputy Director for Programs
RESPONSIBILITIES:
1.Business Development
•Coordinate the proposal development process; collaborate with technical coordinators and in-country program coordinators on developing and drafting proposals.
•Work with the Finance department to review budgets that are under development, ensuring compliancy and program coverage.
•As necessary, represent the country office along with the DDP, CD and coordinators
2.Compliance and Grants Management
•Liaise with NY and European based Awards Management Unit, Regional Unit and technical units to ensure internal standards are met and are donor compliant.
•Ensure that all grants are implemented in compliance with the relevant donor regulations and that all grant-related information is fully available to country program staff.
•Manage all reporting deadlines, coordinate and consolidate report as necessary to ensure documents are of the highest quality and in line with donor requirements.
•Liaise with Finance Department to ensure that financial reports are accurate, donor compliant and submitted on time.
•Ensure that guidance is followed for Project Cycle Meetings both within IRC, and with partners, including preparation of all necessary materials, follow-through, taking a lead as necessary.
•Keep hard and soft grant files up to date; create and manage opportunities on the IRC grant management system OTIS.
•Work with Finance and Senior Management to monitor staff access and use of the BvA System.
•Oversight of the sub-partner management process in accordance with IRC’s subaward management process PEERs.
3.Information Management and Capacity Building
•Respond to information requests from field staff and other partner organisations.
•Support in the preparation of information and communication materials, such as fact sheets, contributions to the IRC’s global communications and other documents as needed
•Act as custodian of documentation of institutional knowledge and programme activities in coordination with relevant sector supervisors and coordinators
•Maintain comprehensive electronic files for Programs teams to have access to relevant records;
•Liaise with IRC headquarters to ensure they have complete and up-to-date documentation of all information
•Conduct trainings for staff as needed on grants management and compliance, reporting, sub-partner management process and project cycle management.
4.Donor Relations and Communications
•Liaise with donors and potential donors, and other operational partners, including through attendant at meetings and representing IRC and its interests by maintaining positive and constructive relations
•In coordination with relevant colleagues, respond to requests from donors for compliance information and respond to donor compliance questions as needed.
•Facilitate and participate in donor visits and/or meetings as per the agreed timeline of visits.
5.Other
•Perform over relevant duties as assigned by Senior Management Team to assist the country program in implementation of the Strategy Action Plan
•Maintain close communication and positive working relations with partners
•Adherence to IRC policies and procedures is required
