PSI seeks dynamic candidates with attention to details and an operations acumen to close out the country office program in Liberia. The Country Representative (CR) will provide oversight to the PSI/Liberia staff and ensure a smooth close out of its Global Fund HIV/AIDS project currently being implemented, and the country office thereafter. The Country Representative represents PSI to government, key stakeholders and donors; directs staff; ensures contract compliance; manages financial, administrative and logistical resources; prepares and executes budgets as needed during the close out. In addition to proven skills in organizational management, the ideal candidate will have demonstrated ability to successfully close out projects in difficult operating environments.

Responsibilities

Your contribution

The Country Representative will be responsible for the ongoing Global Fund HIV grant and office operations until project close out in December 2020 and the close out of the PSI office by June 2021. In addition to close out activities, the CR will be responsible for ongoing management (financial, administrative, programmatic and compliance), and representation of PSI's activities in Liberia. This includes, but is not limited to:

  • Manage the office and staff through the transition and closeout period ensuring existing project's deliverables are met and operational and financial targets are met.
  • Develop and execute a closeout workplan and budget for the Global Fund grant award and the overall office.
  • Close out the current Global Fund grant award including notification and final financial and programmatic close out of project subrecipients.
  • Full close out of Liberia office in close coordination with PSI headquarters to include but not limited to: asset and inventory disposition, human capital (employee, contractual employee and liabilities accrued), finalization of outstanding legal issues, alerting all key external stakeholders including funders, government and other partners of PSI's exit, annual outstanding contracts, exit office space, final audit and location of storage for final key documents for future audits.
  • Other duties as assigned. Qualifications

The Basics:

  • You have at least 10 years of overall experience managing projects, including budgets, for public health or relief programs with a proven track record of longevity in a senior management position.
  • A minimum of five years of supervisory experience.
  • At least two years' management/work experience in a developing country; experience working in Challenging Operating Environments preferred.
  • Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience.
  • Experience closing out projects and/or country programs preferably in West Africa.
  • Knowledge of international development projects with emphasis on HIV/AIDs programming.
  • Familiarity with the Global Fund as well as other international donor community.
  • Proven leadership demeanor: calm under pressure, diplomatic, and decisive.
  • Proficiency in word processing, the use of Excel, and data analysis.
  • Excellent writing skills.
  • Reference check will be required.
  • The successful candiadte will be required to pass a background check.
