All children, including refugee children, deserve a fair chance in life. Yet, less than half of all school-aged refugee children are enrolled in school, fewer than 1 in 4 refugee adolescents is enrolled in secondary school. In many conflicts around the world, more children die from diseases linked to unsafe water and sanitation than from direct violence. Worldwide, 50 percent of victims of sexual violence are 15 years old or younger. As the lead United Nations organizations working for refugees and for children, UNICEF and UNHCR have agreed on 20 January 2020 through their top Executives to join responsibility to shape and improve the future of refugee children, their families and communities and those who host them. Together, UNICEF and UNHCR can do more — and better — for them.

As a result of this commitment, UNICEF and UNHCR have agreed to a two-year blueprint for joint action to deliver a better response for refugee and returnee children, their communities and hosts. The blueprint sets out an ambitious transformative change agenda for refugee and returnee children and their families in three areas: Education; Water, sanitation and hygiene (WASH); and Child Protection. The blueprint seeks to bridge the humanitarian – development nexus by working to strengthen nationally led systems to be inclusive of refugee children and their families. This inclusion in the areas of Education, WASH and Child Protection will be underpinned by a renewed focus to advocate for refugee’s full social and economic inclusion in national policy and plans (Social Policy).

Through delivering the blueprint, UNICEF and UNHCR have committed to working together more effectively and efficiently at country level. Through streamlining processes and removing duplication across all areas of programming, it is anticipated that significant tangible efficiencies will be able to be realized, and measured, over time.

The Fair Deal for Refugees blueprint will initially be rolled out in 8–10 focus countries over a 2-year inception phase, with significant numbers of refugees. The experiences and lessons learned through these two years of collaboration will provide the basis for scaled-up action across all contexts and complements and informs collaboration in UNICEF and UNHCR’s joint work on statelessness and internal displacement.

The roll out of the blueprint across 10 initial countries will be coordinated globally by a joint coordination team, according to standard programme management methodology, and results-based management (RBM). A concise global results framework will form the basis of 10 country-level costed workplans. Recognizing that each country context is unique, it is anticipated that country level workplans will vary in breadth and scope, with UNICEF and UNHCR country offices committing to deliver a range of activities in order to realize the Fair Deal Blueprint.

Development partners and potential donors will be engaged to support the blueprint at global, regional and national levels, in order to ensure that the inclusion of refugee and returnee children into nationally owned systems is sustainable.

The blueprint is currently in programme design phase, with the 8-10 focus countries yet to be finalized. Following their selection an intensive period of country level planning will be undertaken in order to finalize country level workplans and budgets.

For every child, a fair chance

The main objective of the Programme Coordinator (herein PC), within the UNICEF Office of Emergency Programmes (EMOPS), is to provide support for the planning, implementation and monitoring and knowledge management of the UNICEF/UNHCR Fair Deal Blueprint.

The role will require extensive consultation with the UNHCR Programme Coordinator, EMOPS Sections – notably Interagency Humanitarian Partnerships (IAHP) Section, Humanitarian Policy Section (HPS); Global Cluster Coordination Unit (GCCU), as well as with other key UNICEF colleagues within Programme Division (PD), DAPM, Evaluation Office, the Regional Offices and selected Country Offices.

How can you make a difference?

Under the overall guidance of the Deputy Director, EMOPS Geneva and the direct supervision of the Chief IAHP, the Programme Coordinator will work closely with the joint UNICEF/UNHCR coordination group and with other staff involved on the larger UNHCR portfolio in EMOPS. The staff member will be required to travel as needed to selected regions/countries to support the planning phase of the programme and, as required, to support implementation and monitoring.

The main function of the Programme Coordinator is the coordination of the roll-out of the UNHCR/UNICEF Blueprint in the follow up to the Global Refugee Forum (GRF) and in spirit of the implementation of UN Reform.

The Programme Coordinator is part of EMOPS IAHP Section and as such works closely with other EMOPS staff so that the roll out of the Blueprint is aligned with EMOPS other work streams with UNHCR.

Specific tasks and responsibilities for this position will include:

  • Lead the development of an operational and implementation plan of the Blueprint. In particular, support the development of country level work plans through providing guidance, technical assistance and quality assurance
  • Coordinate relevant programme activities towards achieving expected results in accordance with implementation plan
  • Liaise with HQ Divisions (i.e. PD, DAPM, EO) to ensure an integrated approach to programme implementation
  • Facilitate technical support to COs and ROs from HQs Divisions (i.e. EMOPS; PD; DAPM etc.) for roll-out
  • In conjunction with UNHCR, monitor implementation of the roll-out and facilitate Joint Programme reviews and identify course correctors as needed
  • Contribute to the development of a fundraising strategy for additional resources to ensure the sustainable continuation of the Blueprint together with COs, ROs, PPD and PFP
  • Regularly report on programme progress to management
  • Systematically ensure the documentation and sharing of good practices across key stakeholders;
  • Participate as resource person in capacity building initiatives related to refugee matters

  • Master’s degree in international development / political science or other related fields
  • A minimum of eight (8) years professional experience in development and/or humanitarian fields, refugees programming and/or emergency management at national and international levels.
  • Direct field experience in refugees programme management would be an asset
  • Experience in designing and setting up large joint UN programmes would be an asset
  • Fluency in English is required. Fluency in any other UN language is an asset.
