Senior Strategic Planning Adviser

Organizational Setting and Work Relationships
The position is located at the Office of the Director, Division of External Relations (DER). The incumbent reports to the Director (D2) of DER. S/he supports the Director in developing priority-setting, forward planning, strategic analysis, and enterprise risk management. The incumbent assists the DER Director in translating the High Commissioner¿s guidance into strategic directives setting out overall parameters for potential Divisional engagement. S/he liaises with Heads of Services within DER for a coordinated approach regarding policy analysis/review for the Division while escalating it at Director level in due course.

The incumbent may supervise 2-3 colleagues at a lower level.

Duties
- Support the Director in developing priority-setting, forward planning, strategic analysis, and enterprise risk management.
- Assist the DER Director in translating the High Commissioner¿s guidance into strategic directives setting out overall parameters for potential Divisional engagement.
- Support the Director¿s overall strategic coordination and coherence with other Divisions (DHR, DIP, SPR, etc.) as well as with decentralized Bureaux, the aftermath of the GRF, etc., providing fully integrated information and analysis to support senior decision-making.
- In close coordination with the relevant Services within DER, support the DER Director in the analysis and planning for Private Sector Fundraising, Internal and External Communications, Partnerships (and Inter-Agency) Coordination and Donor Relations & Resource Mobilization efforts by preparing strategic considerations and options based on information and advice from relevant stakeholders.
- Ensure effective strategic planning processes, drawing on organizational parameters, practices, systems and approaches for improved synergies within DER Services as well as with External Engagement actors across the Organization.
- Lead the development and establishment of effective information and reporting processes and mechanisms to monitor, evaluate and disseminate the achievement of results and targets of the Division overall.
- Work in close coordination with the Head of Global Communications Service to ensure clear and coordinated internal communications strategy and application on key private-sector fundraising, partnerships, with other HQS Divisions, including through the development of key messages / other internal communications content, advising on the effective use of internal communications tools, etc.
- Provide oversight and ensure quality assurance of content/format for key documents, prepared within DER, for other parts of HQS, external partners, Bureaux/Regional Offices, including policy documents, strategies, technical reference notes, key reports, briefing notes and other correspondence.  This includes oversight of the preparation, monitoring and implementation of policy documents, SOPs and internal guidelines for internal communication.
- Coordinate the production of the Global Appeal Director's as well as key strategic reports that cut across Services/Section within DER and beyond.
- Prepare planning papers and monitors the work of UNHCR in key issues, as requested.
- Support the DER Director in designing and organizing senior management retreats and similar strategic planning meetings of the Heads of Services/Section.
- Prepare analysis, briefings and presentations as required.
- Perform other related duties as required.

For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Relevant Job Experience
Essential
A minimum of ten years of progressively responsible experience in political analysis, policy and planning, international relations, peace and security, conflict prevention or human rights is required. A minimum of five years of experience leading a strategic and planning team in the areas of international and political affairs, peace and security, conflict prevention or human rights is required. Experience in priority-setting, forward planning, strategic analysis, and enterprise risk management is required. Experience in analysis and planning for UN conflict response efforts is required. Experience with the preparation of political analytical reports, background papers, and talking points for senior management is required. Five years of field experience obtained outside of the applicant's country of nationality in a transitional, developmental, conflict or post-conflict setting is desirable.
