The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support in the implementation of the EIE programme, including education pandemic in the East Asia and the Pacific Region (EAPRO).

How can you make a difference?

The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support in the implementation of the EIE programme, including education pandemic in the East Asia and the Pacific Region (EAPRO).   

 

Background:

The East Asia and the Pacific region is the place of origin of the novel corona virus and one of the epicentres of a major public health emergency caused by the COVID-19 pandemic. This situation has affected education provision in all of the 28 countries supported by UNICEF programmes since late January 2020. National health and education systems are facing the challenges to protect students currently in schools and provide continued learning opportunities in the places where schools have closed.  As of 25 March, over 360 million children have had their education disrupted due to school closures (national and local). 

UNICEF Regional Office has been providing support to country offices since late January 2020. The initial education Regional Preparedness and Response actions have been centred around three priority areas:

  • Strengthen risk communication and community engagement to ensure children, women and other vulnerable groups have access to accurate information on prevention and assistance is critical to minimizing the impact of 2019-nCoV;
  • Procure and provide critical hygiene and prevention supplies to schools, health facilities and public spaces and rehabilitate handwashing stations in vulnerable communities that have poor WASH facilities and infrastructure;
  • Enhance education to ensure that students continue to have access to learning during school closures and that children affected by 2019-nCoV have access to adequate, alternative care arrangements, and psychosocial support, counselling, and rehabilitation services.

With the health and education crisis entering its third month in the region and sure to continue, all UNICEF EAP country programmes, with the guidance from the RO and HQ, have revised their Response Plans to include four critical pillars of response: contingency and crisis planning; ensuring safe schools operations; ensuring continuity of learning and M&E of programme implementation. Technical support in the implementation and monitoring of CO emergency response plans, as well as in documenting lessons learned from the implementation, is the critical component of the RO education team’s workplan.

 

Work Assignment:

Under the supervision of the Regional Education Specialist, the consultant will ensure effective and efficient provision of technical, management and administration support, as follows:

  • Review, assess and update the education situation in areas affected by COVID-19 outbreak.
  • Review and assess UNICEF CO Education Response Plans and highlight education issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific UNICEF actions required. Ensure core commitments to children are taken into consideration.
  • Provide technical guidance and direction to UNICEF for effective planning, implementation and monitoring of agreed education in emergency plans including:
    • Following up with COs on the adaptation/implementation of the Guidance for Safe School Operations during the COVID-19 outbreak;
    • Supporting development of alternative/distance learning models for children who are not accessing on-line/tv platform; and
    • Supporting development of adequate monitoring tools to measure impact of distance learning.
  • Documentation and knowledge management including facilitation and support of production of cases studies, lessons learned, and visibility materials related to COVID-19 response.
  • Represent education section in the EAPRO coordination platforms, including RO Emergency Technical Team (ROETT), and facilitate cross-sectoral collaboration with RO sections and advisors.
  • Contribute to partnership and collaboration with regional-level partners (e.g. UNESCO) as necessary.
  • Contribute to resources mobilisation by drafting education -related content of the funding proposals.
  • Provide technical support to CO on DRR programming.
  • Serve as the focal point for the cross-sectoral work on climate change adaption and education. 
  • Work in close collaboration with the RO Education Section and complete other tasks as assigned by the Education Specialist, and as necessitated by the emergency situation.

 

Work Schedule and Expected deliverables:

Once on-board, the Supervisor and the Consultant will develop his/her overall Workplan as per the ToR. S/he will also prepare his/her monthly Workplans regularly, also based on any changes in the overall EIE programme plans.  In addition, the Consultant’s key role will be to support country offices on EIE – which requires ongoing and continuous processes throughout the consultancy and technical inputs and suggestions from the Consultant. In addition, the schedule will be adjusted further as per specific CO support requests and CO missions that might require support from the Consultant.

The consultant would be paid on a monthly basis to complete the assignments outlined in the job description. There will be a monthly report prepared and submitted by the consultant of the activities performed and results achieved, according to the preliminary key tasks and deliverables and outputs outlined earlier.

 

Estimated Duration of Contract:  11.5 months (full time), starting 1 May 2020

 

Official Travel:   UNICEF Regional Office in Bangkok, Thailand.  Travel may be required within the East Asia and Pacific Region, based on approval by supervisor and office management. The exact travel plans will be developed, detailed and finalized when the consultant’s workplan is prepared and when the supervisor’s trips are determined, based also on the requests from the Country Offices.  (Note that due to current COVID-19 travel restrictions, the consultant may begin assignment working remotely.)

 

To qualify as an advocate for every child you will have…

  • Masters or advanced degree in education, social sciences, international development, humanitarian response or a related field.
  • Minimum 5 years of progressively responsible relevant experience in the field of education, education in emergencies (EiE), including Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA). Experience in complex emergencies strongly preferred.
  • Technical experience and knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination.
  • Proven experience of high quality report writing and documentation.
  • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.
  • Good analytical, facilitation, communication and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy.
  • A minimum of 5 years of experience with either the UN and/or NGO.
  • Fluency in English (verbal and written).
  • Bangkok-based consultant is preferable.
