Organizational setting\:

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assist governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organized in three main units\: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.

The Operations Associate will be based in Juba, South Sudan


Reporting Lines\:

Operations Associate will perform under the overall supervision of the FAOR and the direct supervision of the Operations Officer and will be responsible for the following duties\:


Technical Focus\:

Work closely with M&E and procurement team in close collaboration with vendors, LoA teams and logistics.


Tasks and Responsibilities\:

The incumbent will carry out the following specific tasks\:

  • Provide operations support services to the Operations Officer and facilitates the smooth running of the Operations and effective processing of information;

  • Support drafting of letters of agreement (LoAs) by obtaining relevant clearance and the preparation of documentation for issuing of LoAs preliminary quality control of LoAs and Note for File;

  • Initiate quality assurance form for processing by Quality Assurance Officer and LPC;

  • Maintain service providers contact list and send reminders to service providers for submission of interim/final narrative and financial reports in accordance to the agreement;

  • Ensure interim narrative reports are cleared by both Responsible Officers and Monitoring and Evaluation (M&E) unit, to support effective project delivery in terms of LOA monitoring;

  • Review financial reports and transaction listing of service providers for audit validation and clearance;

  • Ensure payment requests are in accordance with approved LoA budgets.

  • Prepare SP payment memos, get approval from Responsible Officers and submit to Finance team for processing;

  • Maintain and update LOA tracking table (Pipeline & backward) in close cooperation with the LoA unit and Project Managers to assist timely trigger on the reports and payments;

  • Perform other related duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree in Finance, Accounting, Procurement or related fields. Possession of a University degree in any of those fields will be an advantage.

  • At least two years of experience in LoA development, clear understanding on Procurement process is an asset.

  • Must be a South Sudan national.
  • Working knowledge of the English language and local languages.
