Overview of position
The United Nations Security Council Resolution 2009 established the UN Support Mission in Libya (UNSMIL) in September 2011. UNSMIL has since commenced its support to the country's new transitional authorities in their post-conflict efforts. These range from assisting the Libyan authorities restore public security and the rule of law, promote inclusive political dialogue and national reconciliation, help the Libyans embark on the drafting of a new constitution and lay the foundation for elections. The most recent UN Security Council Resolutions 2434 and 2486 mandate UNSMIL to support the organization of elections in Libya, in full accordance with the principle of national ownership.
Following the revolution in 2011 that led to the overthrow of 40 years of authoritarian rule, the clashes have severely impacted both the political and economic conditions affecting the macro-stability of the country, and the lives and livelihood of the Libyan people. Since the country’s first free elections on 7 July 2012 for the General National Congress (GNC), two subsequent electoral events took place: the Constitution Drafting Assembly election on 20 February 2014 amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 95 municipal council elections during 2014 and 2018, as well as 22 second generation municipal council elections in 2019.
With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this UNDP/UNSMIL joint initiative is designed to support Libya in holding municipal council elections. Through support to the Central Committee for Municipal Council Elections (CCMCE) a post-election pilot initiative has been created by the UN project. The objective of the post-election pilot initiative is to:
  • Increase the knowledge of citizens / voters of what the municipal councils can and can not do; and by doing this place the Municipal Councils in the context of their functions within the democratic process and within the elected institutions of Libya;
  • Help the elected Municipal Councils to showcase their programmes and work, capacitate them to better communicate with their citizens, and increase their ability to deliver basic services to citizens within the range of their mandate;
Help bring international partners together to support municipal councils, and create synergies on capacity building efforts for newly elected councils.

The project intends to contribute to the planning, preparation and conduct of workshops to support newly elected councils in 2020 and beyond. The project focuses on supporting newly elected local councils and key staff with capacity development activities.  The aim is to increase knowledge and the resources of municipal councils to successfully implement their mandate, and deliver to their citizens better services through strengthened democratic institutions locally.
 
Role objectives
Purpose and Objective of the Consultancy
Under the guidance of the Chief Technical Advisor (CTA), the Project Coordinator is expected to implement the Post-Election Initiative in support of the newly elected municipalities in Libya. Following UNDP’s procedures, s/he will implement the Post-Election Initiative work plan, which has been jointly developed by the project, its partners and the CCMCE. The Project Coordinator shall be coordinating all technical assistance for the implementation of the post-election initiative supporting the newly elected municipal councils.  

His/her core duties will be the following:
 
  1. Ensure coordination and quality implementation of the activities supporting newly / recently elected municipal councils;
  2. Liaise closely with UNDP projects supporting Libyan municipalities as well as with other international partners, mainly the EU and USAID funded organizations to ensure and increase synergies and collaboration and avoid overlaps;
  3. Liaise and coordinate closely with the Ministry of Local Governance and other governmental and non-governmental stakeholders.

The Project Coordinator will specifically:

1: Ensure coordination and quality implementation of the activities supporting newly / recently elected municipal councils:
 
  • Contribute to the further design and elaboration of capacity building modules for municipal councils;
  • Maintain regular contact with mayors and focal points of the municipalities, and keep track of the follow up programme as designed with the CTA;
  • Oversee the work of assigned staff/Consultant/Facilitator, ensuring adherence to work plans and troubleshoot as needed;
  • At least weekly, provide the management team with a program status update, highlighting issues that need attention. When needed, advise the management team about personnel challenges;
  • Identify the need for external consultancy support, prepare necessary TORs, specifications, and/or support notes, and manage other consultancy services accordingly;
  • Organize and supervise the implementation of program activities, including but not limited to meetings, workshops, public events and seminars. Serve as a workshop trainer and/or facilitator if needed;
  • Elaborate and adjust as required the annual workplan to provide technical advice and support to municipal councils and staff for the identification of priority needs in accordance with participatory development plans, as well as with other project preparations and designs.

2: Closely liaise with UNDP projects supporting Libyan municipalities as well as with other international partners, mainly the EU and USAID funded organisations to ensure synergies, increase collaboration and avoid overlaps:
 
  • Liaise with other UNDP projects supporting municipalities to ensure that synergies among the projects are effective;
  • Liaise with international partners and their local implementers in Libya for increasing collaboration and synergies among projects;

3: Liaise and coordinate closely with the Ministry of Local Governance and other governmental and non-governmental stakeholders;
 
  • Maintain and cultivate relationships with the Ministry of Local Governance and other key governmental and non-governmental stakeholders;
  • Ensure a good collaboration and relationship with municipal council associations and refer to their expertise and network as required.

• Work with civil society organizations in Libya is an asset.
Language requirements:
• Fluency in both written and spoken English and Arabic are essential.
