IDLO IN KYRGYZSTAN 

 

IDLO has operated in the Kyrgyz Republic since 2005 and has implemented a wide range of joint projects in the area of justice sector reforms in cooperation with various Government partners, including the Judiciary, the Office of the General Prosecutor, and others. IDLO’s efforts supporting judicial reforms have underpinned the positive efforts of the judiciary and resulted in improved Judicial independence, human resources capacities, and increased integrity and transparency of the judiciary in the Kyrgyz Republic. 

In anticipation of the upcoming «Digital CASA-Kyrgyz Republic» project, IDLO is seeking a Team Leader to supervise the project implementation. 

The «Digital CASA- Kyrgyz Republic» project within the context of the Digital CASA Regional Program, has as its key development objective to “increase access to more affordable internet, crowd-in private investment in the ICT sector, and improve the government’s capacity to deliver digital government services in the Kyrgyz Republic, by contributing to the development of a regionally integrated digital infrastructure and enabling environment”, which will create the foundations for the development of the digital economy in the Kyrgyz Republic. In line with the findings of the World Development Report 2016 “Digital Dividends”, the «Digital CASA Kyrgyz Republic» project is expected to lead to increased economic growth, improved employment opportunities and better service delivery by government and the private sector. The «Digital CASA Kyrgyz Republic» project will stimulate the growth of the ICT industry by providing open, equal access to high-bandwidth connectivity; achieve fiscal savings in capital and operating costs through the introduction of digital infrastructure sharing by the government; and overall lead to improved investment climate and greater participation of the private sector in the economy. 

 Within the «Digital CASA- Kyrgyz Republic» project, IDLO’s role is to assist the Government of the Kyrgyz Republic to put in place the key legal and regulatory frameworks necessary to build the foundations for a digital economy in the Kyrgyz Republic as envisioned in the «Digital CASA-Kyrgyz Republic» project. 

 

THE POSITION 

 

Under the direct supervision of the Country Manager, and in close coordination with other relevant experts, the incumbent will support implementation of «Digital CASA- Kyrgyz Republic» project. The Team Leader will be responsible for the following: 

1.      Legal and regulatory gap analysis 

  • Lead the development of detailed review and analysis of weaknesses and gaps in the legal and regulatory frameworks of the Kyrgyz Republic to achieve digital economy development; 

  • Overview and provide support to the systematization of the legal and regulatory analysis for eventual use in drafting proposed legislation and regulations; 

  • Ensure program deliverables meet quality standards and proactively seek input from relevant substantive internal experts. 

2.     Recommendations and draft roadmap 

  • Overview, support the preparation of recommendations in line with recognized best practices for updating existing legislation and developing new legislation to address weaknesses and gaps in priority areas identified in the legal and regulatory gap analysis; 

  • Overview and coordinate the development of the draft roadmap for implementing the recommendations; 

  • Support with all necessary measures to assist the approval of the Roadmap and consideration of applicable remarks received in the process of approval by the relevant state bodies of the Kyrgyz Republic; 

3.     Support the implementation of the Roadmap 

  • Collaborate with the Country Manager and the relevant experts to ensure review and approval of the proposed legal and regulatory acts by state bodies according to the legislation of the Kyrgyz Republic, including justification statements, regulatory impact assessment, where applicable and other relevant documents for public hearings, providing incorporation of comments received during hearings; 

  • Support knowledge and capacity-building training sessions to key government bodies and dissemination events for specialized and general public on the related legal and regulatory reforms: 

  • -Identify key stakeholders that need to be targeted for capacity building activities in relation to the proposed legal and regulatory reforms,  Develop a training program to be delivered to key stakeholders; 

  • -Contribute to and participate in information campaign and promotion of draft regulatory acts in various venues, 

  • -Increasing the capacity of lawyers of the state bodies and lawyers of concerned public associations, as well as other government officials and identified stakeholders on digital legal and regulatory issues (trainings, seminars), 

  • -Dissemination of the proposed and approved legal and regulatory reforms to specialized audiences and the general public. 

  

Ideal Candidate Profile 

      Education and Work Experience 

  • Graduate degree in Law or relevant field from a recognized university is essential; 
  • Minimum of five (5) years of substantial professional experience as a team leader, and minimum of ten (10) years of experience in law; 
  • At least five (5) years of international and national experience in providing services on gap analysis of legal and regulatory framework, drafting and advocacy of regulatory acts; 
  • Demonstrated experience and knowledge in building project budgets, conducting budget reviews and budget forecasts. 
  •  Experience in leading projects funded by international organizations/donors; 
  • At least five (5) years international and national experience in drafting and promotion of regulatory acts in the sphere of licensing, entrepreneurship or Public Private Partnership; 
  • At least 5 years’ international and local experience in drafting and promotion of regulatory acts in ICT, e-governance, e-signature, personal data protection, cybersecurity; 
  • Experience in organizing trainings, public hearings and other events aimed at promotion and adoption of regulatory acts in ICT; 
  • Fluent oral and writing skills in English and Russian is required and knowledge of Kyrgyz is an asset; 
  • Professional experience in leading legal programming and projects focused on enabling environment for digital economy is highly desirable; 
  • Previous experience working in Kyrgyzstan, Central Asia is an asset; 

Specific knowledge, skills and competencies 

  • Demonstrated expertise on drafting and promotion of regulatory acts in ICT is required; 
  • Demonstrated ability to lead legal programs/projects; 
  • Ability to conduct consultations with multilateral stakeholders 
  • Strong interpersonal and organizational skills; 
  • Familiarity with standard program and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles; 
  • Works effectively across and within IDLO organizational boundaries; 
  • Proven ability to see through tasks set and deliver results; 
  • Ability and willingness to travel within the country or outside the country, if necessary; 
  •  Keen sense of ethics, integrity, and commitment to IDLO’s mandate. 

TERMS AND CONDITIONS 

The successful candidate will be contracted for an initial period of 12 months with, the possibility of extension, depending on satisfactory performance and continued funding availability. 

 

For this internally recruited position, IDLO shall offer a competitive salary as per IDLO’s salary scale and a benefits package including provident fund contribution, medical insurance and leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.
