Type of Appointment : Special short-term graded, six months with possibility of extension

Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Coordinator, the successful candidate will be responsible for the coordination of project development and the production of regular reports for donors as well as in assisting with the development of evaluation and monitoring tools for projects in the Mission.

Core Functions / Responsibilities:

  1. Coordinate the development of new Programmes and projects that respond to emerging trends and priorities, in close coordination with Programme/Project Managers, Regional Office (RO) Dakar, relevant clusters and technical working groups and external partners, in compliance with donor’s interests and requirements.
  2. Support fundraising actions by maintaining regular contact with donor relations counterparts, including organizing and attending meetings and field site visits, contributing to the development, review and distribution of project funding submissions/proposals and appeals, and compiling information on donor policies and priorities.

  3. Support donor contract management through coordinating the administrative aspects of new and ongoing projects, including assisting with activation, processing, endorsement, records-keeping and submissions in line with specific IOM internal requirements and procedures.

  4. In close coordination with Programme/Project Managers and Programme Coordinator, facilitate the elaboration of periodic, precise and analytical reports for donors by ensuring compliance with IOM project review and endorsement process. Work closely with the finance and logistics department to facilitate consistency between financial and narrative reports.

  5. Work closely with the Monitoring and Evaluation (M&E) Officer and Programme Managers to assist in the overall integration of M&E outputs in existing and new projects.

  6. Strengthen the existing internal reporting templates and consolidate all reports from the field (weekly) and share key action points with the CoM and the Programme Coordinator.

  7. Provide information for and facilitate the incorporation of cross-cutting themes (i.e. gender, protection, transhumance, Displacement Tracking Matrix (DTM), etc.) and conflict sensitivity in project concept notes and proposals in line with the new IOM Project Handbook.

  8. Conduct desk research and field visits to prepare background information to support the development of new project proposals.

  9. Provide and coordinate inputs for information requested by Headquarters, the RO, other IOM Country Offices and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with project teams.

  10. Support liaison efforts with donors, UN partners, and governmental and non-governmental stakeholders in the Central African Republic.

  11. Draft donor profiles and guidance notes on donor priorities. Assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Law, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project management, project development, institutional strengthening, capacity building related activities in a developing country and post-conflict context;

• Previous work in relevant issues such as migration management and governance, displacement, stabilization, community violence reduction, livelihoods is essential;

• Experience in project development and project management, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies, reporting, fundraising and donor relations required;

• Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;

• Demonstrated capacity in Coordination;

• Previous related experience in the Central African Republic field operations is an advantage.

Skills

• Strong project development and report writing skills;

• Good knowledge of programme management cycle;

• Personal commitment, efficiency, flexibility, drive for results, creative thinking;

• Good level of computer literacy, including database applications.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in French and English is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
