Description of task

Under the overall supervision of the Chief of Child Protection and direct supervision of the NCAJ Chair of the Special Taskforce on Children Matters, the UN Volunteer will be responsible for:

  • Support the National Council on Administration of Justice (NCAJ), Special Taskforce on Children matters in development of practice directions for each Juvenile justice actor individually and jointly on handling of children in the justice system in the COVID-19 pandemic
  • Facilitate quarterly meetings for the justice for children sector coordination forums which brings together both state actors as well as civil society actors
  • Support in development of systems and mechanisms that are pro de-institutionalization of children in the justice system and to promote alternative family care for children in need of care and protection.
  • Support the development of Guidance note on protection of children within the justice system during the covid-19 pandemic and advocate for its adoption with the National Council on the Administration of Justice (NCAJ) COVID-19 response team
  • Support in facilitation of meetings to ensure enactment of the Children Bill and finalization of the rules and regulations to support the children bill.
  • Support the NCAJ Taskforce to develop an annual workplan to guide the work of the Taskforce
  • Support and coordinate communication between the taskforce members and the legislative drafter to ensure finalization of Policies, standard operating procedures, Guidelines, Toolkits and any other statutory documents by the taskforce.
  • Support coordination of meetings of the taskforce members during the pandemic and post-pandemic and ensure follow up on action points
  • Review /map/take stock of ongoing broader justice initiatives and bring to the attention of the TF for discussion and facilitate inputs from TF members
  • Provide technical support to Court Users Committees in their programmatic activities around access to justice for children working in close cooperation with NCAJ Secretariat CUC Coordinator
  • Coordinate with the Child Rights Technical Advisor and the Justice for Children focal person in the development, finalization and implementation of the practical diversion framework
  • Provide support to the NCAJ Special taskforce on Children matters in carrying out research, preparing briefs and memoranda on various legal and policy aspects.
  • Provide legal, technical and analytical support to all the activities of the Taskforce, including preparing communications materials, editing drafts and project reports, and other writing and desk review as needed.
  • Provide general administrative support to the Taskforce as required, including organizing meetings/workshops/seminars, taking minutes, sharing the minutes amongst members and noting areas for follow up.
  • Attend all meetings by the taskforce and its committees and give input on strategies the taskforce may use to execute its tasks as per the workplan.
  • Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

A University Degree in Law, human rights or international law is required

Required experience: 24 Months Experience remark:
  • At least 2 years of progressive professional experience in the justice sector and possessing strong programmatic skills
  • Area of expertise requirement:
    • Demonstrated competence and experience in legal research and programmatic management.
    • Knowledge and experience of the court processes as well as of the other juvenile justice actors
    • Knowledge and understanding of the judiciary operations and commitment to the judiciary values
    • Good understanding of the social, economic and political in Kenya including constitution and institutional reforms
    • A good understanding of the nature of and need for systems to assist in the management of judiciary operations and to develop systems within such a context
    • Possess excellent interpersonal and communication skills, including strong writing and presentation skills in the English language.
    • Proficiency in using computer applications (database, word processing, spreadsheet, presentations, project planning, e-mail, graphics etc.) is a must.
