The Chief of Party (COP) will lead and manage a five-year USAID-funded rule of law program based out of ABA ROLI’s Nur-Sultan, Kazakhstan office. The COP will provide overall leadership to the program, develop and manage work plans, oversee manage finances, supervise office staff and international consultants, and lead cooperation with partners and coordination with donors on the ground. The anticipated start date of the position will be on or around October

Primary roles and responsibilities of the Chief of Party are:

  • Provide overall leadership, strategic direction, management and guidance to the program;

  • Engage with stakeholder institutions to foster partnerships at the regional, national, and local levels that promote learning and exchange across governance and civil society sectors;

  • Identify, consolidate, and integrate a body of expertise, skills, and resources regarding rule of law and civil society into program activities

  • Liaise with USAID, other donors and implementing partners on the ground to coordinate activities, communicate achievements, and identify lessons learned;

  • Represent ABA ROLI policies, programs, and program responsibilities to external community;

  • Work with the Deputy Chief of Party to manage technical, financial and administrative staff, consultants, and sub-recipients and subcontractors;

  • Collaborate with key program staff in DC and field-based teams to meet all agreed-upon deadlines, and other requirements as set by the donor and managers.

    ABA ROLI’s COP candidate – already recruited and committed to the program - has the following minimum qualifications:

  • 15+ years of demonstrated experience managing rule of law development programs in Kazakhstan, at least 8 of them as COP on USAID/USG funded programs;

  • Demonstrated track record of progressively responsible managerial experience implementing donor (including USAID, other USG, and international donors) programs with similar complexity and funding levels;

  • Advanced degree in jurisprudence from an accredited Kazakhstani law school/university.

  • Proven leadership abilities within a multi-partner initiative, and experience representing programs at high levels of policy engagement;

  • Demonstrated managing interdisciplinary and culturally diverse teams implementing development programs

  • Experience communicating and building relationships within a broad range of government, civil society, academic, and IGO entities, at international, regional, and local levels;

  • Detailed understanding of USAID and other USG assistance policies, award management and reporting requirements;

  • Native fluency in Kazakh and Russian; fluency in English.
