UNICEF is seeking to engage a Child Protection consultant to support in strengthening the child protection response of the Royal PNG Constabulary.

Purpose of Activity/Assignment:

  • Develop, finalize, and ensure the effective consultation, and adoption, of an evidence-based Protocol for Protecting Children by the Royal PNG Constabulary;
  • Pursuant to the adoption of the Protocol, develop and implement a model for institutionalizing sustainable and quality child protection response capacity within the Royal PNG Constabulary and ensure linkages are established and maintained with the child protection and social welfare workforce as well as juvenile justice actors.

Scope of the Work

In line with child rights and international standards and guidance related to the right to protection for children and child focused justice guarantees, this consultancy holds the following four objectives:

  1. Develop, finalize, and ensure the comprehensive consultation, and adoption, of an evidence-based Protocol for Protecting Children by the Royal PNG Constabulary, including ensuring appropriate coordination mechanisms are established with the NOCFS and other relevant stakeholders;
  2. Through a process of consultation, develop a roadmap to operationalize the Protocol for Protecting Children to establish, foster, and build-up a model of sustainable and quality child protection response capacity from within relevant directorates of the Royal PNG Constabulary;
  3. Implement the roadmap, including through the establishment and mentoring of dedicated staffing and resources to child protection, within the Royal PNG Constabulary, ensuring that linkages are established and maintained with the child protection and social welfare workforce as well as juvenile justice sectors;
  4. As part this sustainable model, institutionalize child protection and child rights trainings into the pre-service and in-service training curriculum of the Royal PNG Constabulary.

To this end, the consultant is required to conduct an assessment of the current structure and capacity of the Royal PNG Constabulary with respect to children in contact with the law, focusing on child survivors and/or witnesses of violence, in order to develop an evidence-based roadmap for establishing and rolling out a model of child protection- dedicated staffing and resources from within the Royal PNG Constabulary.

  • An advanced university degree (Master’s or higher) in social work, child protection, law, or relevant field.

*A first University Degree in a relevant field combined with 12 years of professional experience may be accepted in lieu of an Advanced University Degree. 

  • A minimum of ten years of relevant and progressively responsible experience in child protection, social work and law and order/policing work.
  • Fluency in English is required. Knowledge of the local language is an asset.
  • Experience with UNICEF or other development organisations, including experience with child protection programming and child protection systems building work is an asset.
  • Professional working as a police officer or child protection officer is a considerable asset.
  • Ability to work remotely/outside of UNICEF office with own laptop/PC and internet connectivity is preferred.
