Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

 

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic foot print in the host community and to other parts of the country.

 

Purpose of the Role

IRC together with its two international NGO partners is ready to start a three years multi sector consortium project with financial support of Bureau of Population Refugee and Migration (BPRM) to deliver Health, Nutrition and Livelihood, and Protection services for Rohingya Refugees and vulnerable host communities in Cox’s Bazar, Bangladesh. The project aims to directly benefit over 310,000 people while over 271,000 people are expected to be benefitted indirectly over a period of three years.

 

Under the strategic direction and technical support from Deputy Director Finance (DDF) and direct supervision of Consortium Coordinator, the consortium Finance and Grants Manager will be responsible for reviewing financial reports from the various consortium members and compile consortium project’s finance reports. The post holder will be responsible to ensure consistent application of relevant finance and operations policies and procedures to ensure effective project implementation as well as compliance with relevant donor regulations. She/he will work closely with the Finance and Administrative staff of other consortium members.

 

Highlights of Key Responsibilities

Financial Systems Operations:

  • Ensure that sub-grant related processes and procedures are consistently implemented throughout the program including pre-award compliance checks, agreements, disbursements, reporting, timelines and partner capacity-building as necessary
  • Closely monitor all financial activities, and keep the consortium coordinator advised of all situations which have the potential for a negative impact on internal controls or financial management performance
  • Prompt monitoring of exchange rate loss / gain and promptly advise consortium coordinator
  • Assis consortium coordinator to disburse funds to consortium partners as per signed agreement

 

Financial Control:

  • Ensure that donor compliance is adhered by all consortium member partners; that all financial records and accounts are compiled in time, accurately and in line with international accounting standards and donor regulations
  • Carry out continuous Review existing systems in order to maintain an adequate level of internal controls, in compliance with partner policies and procedures
  • Carry out regular checks for compliance with partners reporting to the Consortium Coordinator and DDF

 

Financial Reporting:

  • Preparation of monthly / quarterly budget versus actual reports for consortium coordinator and DDF to ensure that they can monitor the budget utilization and take appropriate action on any significant variances
  • Review financial reports and transactions provided by the partner on a timely basis, and provide feedback to partners as required
  • Where necessary train and develop the capacity of the partners’ finance team to ensure that a good standard of financial management is maintained
  • Produce project level finance reports for submission to donor as per contractual obligations
  • Produce necessary financial documents and reports for submission to GoB (e.g. FD7)
  • Undertake other related duties as may reasonably be assigned by the Consortium Coordinator and DDF

 

Deliverables

  • Finance reporting system for consortium partners is in place and functional
  • Financial reports are adequately used to inform project implementation and adjustments in project budget
  • Production of high quality finance reports for internal consumption and submission to donor
  • Regular monitoring visits to consortium partners and action oriented monitoring visit reports
  • Timely disbursement of funds to consortium partners
