PSEA Manager (m/f/d) - National position

Malteser International (MI) is working in Myanmar since 2001 and currently employs more than 350 national staff in Rakhine, Shan and Kayin states, where our work aims at ensuring communities have access to primary health care services. We also offer comprehensive WASH and disaster risk reduction/climate change adaptation solutions, and provide relief after disasters. Malteser International strives to enable and empower the most vulnerable communities in marginalized areas through a participatory and sustainable approach.






In support of our work in Kayin State, Myanmar, Malteser International is looking for a motivated PSEA Manager (m/f/d) - National position (Short-term Contract).

As PSEA Manager, you will raise awareness in the community about the risks of sexual exploitation and abuse (SEA) and establishing available reporting channels to prevent  SEA, as well as to ensure that victims know where and how to safely report SEA if it happens.

Responsibilities:

In close collaboration and cooperation with Program Coordinator:
  • Capacity building of MI staff, PSEA outreach workers and village leaders on the basics of PSEA, MI Code of Conduct and PSEA Framework
  • Development of IEC (Information, Education, Communication) materials tailored to local cultural contexts, operational realities, the groups at risk, as well as literacy, languages, age and capacity in respect of community consultations
  • Awareness raising of community toward PSEA by conduction of outreach activities i.e. village campaign with women, community rally, animation show and poster display in the schools as well as organizations of international days i.e. International Day for the Elimination of Violence Against Women
  • Set up of complaint and feedback mechanism channels with preferred channel of community through conduction of Focus Group Discussions (FGDs - representatives from different groups i.e. age, gender and persons with disability) and coordination with government and INGOs/LNGOs/UN agencies to strengthen the referral network of PSEA in Kayin State
  • Facilitate victim assistance and support in line with existing referral pathways and establish a pool of investigators to provide support to member organisations after a complaint of SEA is received
  • Harmonize procedures for the reporting of sexual exploitation and abuse and for such reports to be properly referred for investigation and assistance provided to the victims in a timely manner

General:
  • Assist the Project Coordinator in elaboration of monthly reports, including data collection, compiling and analysis and participate in internal meetings regularly on planning, sharing experience, data collection, reporting and training, and on addressing administrative, financial and logistical issues
  • Upon assignment of Project Coordinator, coordinate with UN, LNGO and INGO, and relevant authorities (e.g. MOHS, Dept. of Social Welfare, and Karen National Union) and co-operate with all other members of the MI team and develop good working relationships
  • Be ready and on standby during emergency response as active role model towards staff, beneficiaries, and population, with personal healthy behaviors and lifestyle
  • Adhere to MI rules and regulations and codes of conduct and share information on achievements, best practices and/or effective mechanisms in addressing SEA and make recommendations to relevant entities for action

Qualifications:

  • A relevant university degree or diploma
  • Ideally relevant experience in PSEA projects at UN and INGOs
  • An active listener, flexible and with empathetic attitude
  • A good team player with excellent interpersonal and communication skills
  • Motivated to work in the field and/or remote areas
  • Basic knowledge of Microsoft Word and Excel
  • Ability to conduct travels extensively in the project township and occasionally to other project townships

Conditions:

  • Start date: September, 2020
  • Duty Station: Kayin State, Myanmar and the project areas
  • Duration of contract: Until 31st December 2020
