TOR/2020/40 - Programme Management Support to Health and Nutrition Programme

Background & Purpose:

The main mission of UNICEF is to promote the rights of every child everywhere. More specifically UNICEF's programmes promote equity and target the children and families who are most disadvantaged and excluded. UNICEF Maldives Country Office works with government and civil society organisations to ensure that the child rights and the mandate as outlined in the Convention on the Rights of the Child is fulfilled and contributes towards the state's development programmes.

Health and Nutrition programme is one of the four key programme areas of the current UNICEF Maldives country programme cycle 2016-2021. Key issues in this area include double burden of nutrition among children under five, with both under nutrition and overweight remaining a concern. Noticeable improvements have been seen in reducing child mortality rates as well as child morbidity. As of 2019, under 5 mortality rate has come down to 8 per 1000 live births and infant mortality rate stands at 7 per 1000 live births (Child mortality trends, 2020). Neonatal deaths rate is estimated at 5 per 1000 live births in 2019 - accounting for most of the infant deaths. Hence, a greater challenge now lies in reducing neonatal death rate, and addressing the issue at a preventive level - before and during pregnancy, and at facility level - by improving care during the time of birth. Immunization rates had been high at 97% - 99% (DHS ,2009) around 10 years ago, though more recent surveys reveal that it has come down to 77% (DHS 2016/2017). Vaccine hesitancy and systems issues such as capacity gaps and cold chain factors are emerging challenges in immunization.

COVID-19 pandemic has had a detrimental impact on the provision of routine mother, newborn, and child health across the Maldives. UNICEF is one of the Government's partners in the response to the COVID-19 pandemic and has been providing critical and life-saving support in all areas affecting children, including in immediate health emergency operations. UNICEF is also supporting to ensure continuation of lifesaving essential health services for children and women.

With the escalating and continued emergency context, and subsequent increased programming need to respond effectively and efficiently to the needs of vulnerable children and ensure no child is left behind, the UNICEF health and nutrition team needs additional capacity to manage and respond effectively. 

Purpose of the Assignment:

The main objective of the consultancy is to support the health and nutrition team to ensure continuation of essential child health services, assist the UNICEF response to the COVID health emergency. This will include ensuring equity-focused emergency programmes, including development, implementation, programme progress monitoring evaluating and reporting.

Duty station: Male', Maldives.

The consultant(s) will be placed at UNICEF, (working from home as required to respect physical distancing).

Travel: Travel to the field is expected when required and when the situation improves.

Supervisor: Health & Nutrition Programme Specialist, UNICEF MCO.

Major tasks:

The health and nutrition consultant will provide support in the following areas:

  1. Provide technical inputs to partnership development discussion with Government and CSOs as well as development of partnership agreements;
  2. Support the team to monitor implementation, including monitoring and reporting of activities and funds. Close communication with partners, as well as close technical back-stopping when required.
  3. Ensure monthly timely and quality monitoring and analysis of health and nutrition indicators are completed by collecting the required data from relevant partners. Provide solutions to barriers and bottlenecks in implementation where needed;
  4. Ensure cross-sectoral issues such as disability, gender, equity, ECD are well integrated in all programme interventions;
  5. Support development of evidence products and knowledge management for the health and nutrition programme, including support to studies, research, rapid assessments, communication materials, and documentation of lessons learnt;
  6. Assist in donor and UNICEF internal reporting requirements, and in the preparation of the required reports.

Estimated duration of contract and deadline for submission of end-product: The total consultancy is estimated to be extended over 11.5 months.

Qualifications or specialized knowledge and/or experience required:

Academic qualifications:

  • A university degree in public health, nutrition, medicine or other relevant social sciences field

Knowledge, skills and experience:

  • At least 5 years of professional experience in programme management in the broader health sector or 2 years working experience in the areas of health and nutrition programming

Personal competencies:

  • Ability to keep to tight timelines.
  • Strong drive for results.
  • Highly developed communication, networking and interpersonal relations
  • Working with teams of diverse capacities.

Language competencies:

  • Proficiency in written and spoken English and Dhivehi
