Under the supervision of the Communication Officer, the Programme Associate supports the implementation of the EU4Moldova Focal Regions Programme by carrying out a range of programme support functions to help develop, implement and monitor the programme, ensuring effective and timely delivery that is consistent with UNICEF and EU rules and regulations. The Programme Associate will also provide support with the communications related activities of the EU4Moldova programme, such as external and media relations, public campaigns in support of effective program delivery, timely production of communication assets and organization of associated events.

Job organizational context
UNICEF Moldova will be implementing partner of the EU4Moldova: Focal Regions Programme, based on the European Commission Implementing Decision on the Annual Action Programme 2018 in favour of the Republic of Moldova, funded by the European Union and implemented in partnership with UNDP.
The overall objective of the five-year programme is to strengthen the economic, territorial and social cohesion in the Republic of Moldova through facilitating inclusive, sustainable and integrated local socio-economic growth and improving the standards of living of children, adolescents and all citizens in the two focal regions Cahul and Ungheni.
UNICEF will contribute to the implementation of Component 2: Improved access to, and quality of local public services and utilities. Interventions under this result will seek an improved access to quality child and adolescents’ friendly social services (including cultural and sports activities) within a child friendly modern social infrastructure and delivered by a well-trained social workforce. The supported activities and actions will follow the most innovative methodological tools and international experiences related to the inter-municipal cooperation and regionalization of services, community participation and HRBA approach.
How can you make a difference?
Under the direct supervision of the Communication Officer, at NOB level, the Programme Associate supports the Communication and Child Protection sections. The incumbent will support the implementation of the EU4Moldova Focal Regions Programme by carrying out a range of programme support functions to help develop, implement and monitor the programme, ensuring effective and timely delivery that is consistent with UNICEF and EU rules and regulations. The Programme Associate will also provide support with the communications related activities of the EU4Moldova programme, such as external and media relations, public campaigns in support of effective program delivery, timely production of communication assets and organization of associated events.
The Programme Associate works in close collaboration with a range of staff in the CO, external partners and agency counterparts in support of programme design and delivery. She/He provides regular feedback on the status of program through monitoring milestones and advises on improvements to keep activities on track.
Summary of key functions/accountabilities:
• Facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it;
• Ensuring the timely and accurate recording and administrative processing of government & NGO’s proposals and requests for direct cash transfers (DCTs);
• Supporting the programme sections in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations;
• Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary;
• Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results;
• Regularly monitoring budgets and financial expenditures by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up. • Helping prepare periodic or ad-hoc reports to support the office in optimizing use of funds;
• Supports capacity development activities related to programme development by preparing training materials and participating in exercises;
• Support the production of communication materials (e.g. images, video, printed materials etc.) and communication events. • Support editing and translating of articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate;
• Support the production of multimedia and printed communication materials, and oversee the branding and qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.);
• Maintain an up-to-date documentation center for communication/advocacy materials including media contact lists, publications, press releases and clippings, photographs, audio-visual materials, web resources etc.;
• Support the maintaining of an up-to-date country office web site and its social media platforms.
To qualify as an advocate for every child you will have:
Education: Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
A minimum of six years of administrative work, accounting/finance, economics, or other substantive area is required.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.
Prior experience in programme support functions is an asset.
Exposure to practical work experience in communication is an asset.
Previous experience with EU funded programmes is a very strong advantage.
Relevant experience in a UN system agency or organization is considered as an asset.
Language Requirements: Fluency in English and Romanian is required. Knowledge of Russian or one or more additional languages relevant for Moldova, including Bulgarian, Gagauz, Romani, Ukrainian or sign language would be an asset.
