Organizational Setting


The post is located in the Shared Services Centre. The Shared Services Centre (SSC) recommends and administers process management and procedures that need to be executed effectively; ensure the management of quality assurance activities associated with the transactional processes and implementation of service delivery; continuously improve the satisfaction of its customers, internal or external, while pursuing a continuous improvement agenda that will drive up service excellence while driving down the costs of service delivery through process standardization, process automation and self-service capabilities

Reporting Lines

The Human Resources Officer (Head of the Human Resources Services) reports to the Chief, SSC and receives functional guidance from the Director, CSH.

Key Results

The planning, coordination and delivery of the full range of HR Services from appointment to separation in the FAO Shared Service Centre to all Staff and/or Non-Staff within designated FAO service areas.

Key Functions

• Manages and ensures the delivery of efficient, competent and client-oriented HR servicing for the FAO population;
• Supervises and coordinates the various HR Service Delivery Teams in the SSC and is responsible for the delivery of a comprehensive range of HR Services and advice to all employees, both staff and non-staff/consultants, in the designated service area;
• Monitors and/or adjusts ‘service delivery’ in compliance with Service Level Agreements and the volume of requests not covered by SLAs and plays a lead role in the development/reaching agreement on new service agreements;
• Provides HR guidance to SSC staff in the processing of HR Service requests, reviews complex cases, interprets FAO rules, regulations, policies and procedures and makes determinations within delegated authority;
• Provides HR advice and assistance to Management of decentralised offices/operations on HR and administrative matters with emphasis on the effective planning and utilization of human resources;
• Reviews and updates HR servicing procedures, tools and related monitoring/ reporting systems as well as provides input into specifications for new systems/ technologies to maintain and/or improve service delivery;
• Mentors staff and promotes continuous learning and capacity development of HR staff;
• Promotes cross-functional knowledge exchange and capacity building across the various SSC units;
• Contributes to the development of the SSC strategy and planning;
• Collaborates with CSH in the review of new or revised policies and makes recommendations with regard to their operational implementation;
• Represents FAO in inter-agency meetings focusing on HR servicing/operations issues and best practices.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in human resources management, public or business administration or a related field
• Seven years of relevant experience in human resources management and administration, including experience in such areas as development and implementation of human resources policies and procedures and staff servicing
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)
