OBJECTIVES OF THE PROGRAMME

The Division of UHC/Communicable and Noncommunicable Diseases aims to reduce the burden of communicable and noncommunicable diseases through the synergistic work of its six departments (HIV/Hepatitis/STIs, Tuberculosis, Malaria, Neglected Tropical Diseases, Noncommunicable Diseases, and Mental Health and Substance Use).

DESCRIPTION OF DUTIES

1) Conduct research and write briefings, speeches and statements for ADG, Senior staff of ADGO and other members of WHO senior leadership;

2) Write internal reports and develop innovative strategies, as well as and review external reports and strategy documents making recommendations to Senior staff, and coordinate technical inputs into high-level strategic dialogues with Member States and key partners;

3) Manage the timely delivery of outputs, and the preparation of regular communications between the ADGO, Division and its various Departments; liaising on behalf of the ADGO with staff at all levels throughout the Division on programmatic issues of strategic, technical and programmatic relevance.

4) Coordinate division-wide preparations for meetings, including those of WHO Governing Bodies;

5) Follow global health developments and develop ‘standing briefs' on core areas of work to present the Assistant Director General with compelling vision for important public health issues, ensuring that WHO as an Organization is positioned to take informed decisions on how to best address the challenges as well as opportunities.

6) Conduct project management of ADGO activities and ensure follow-up actions where required are delivered and followed through.

7) Act as Division-level focal point for assigned technical briefs and provide technical and programmatic guidance relevant to the work of selected cross-cutting teams, working groups and networks;

8) Upon delegation represent the Office of ADG in internal and external meetings as assigned, and coordinate responses to inquiries from internal and external stakeholders; 9) Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in a health technical area (such as public health), political or social sciences, communications or another field related to the tasks of the position.
Desirable:

Experience

Essential: At least 7 years of relevant experience, working with increasing level of responsibilities, on advocacy and writing on public health and development. Demonstrated experience at the international level and support to senior level decision makers. At least 2 years of experience working in analysing and researching complex policies and strategies documents for preparing reports, speeches, briefings and presentations. At least 1 year (or 2 years) of experience working with inter-agency initiatives and multi-disciplinary groups, national, international and non-governmental organizations, preferably working in WHO or the UN system or relevant international health/ development bodies.
Desirable: Several years of experience in working with chronic diseases control programmes, in particular related to HIV/AIDS, TB, Malaria, neglected tropical diseases, mental Health and NCD management.

Skills

Solid analytical and writing skills in a variety of styles in English. Ability to develop messaging and positioning for an international organisation. Ability to transform technical information for different targeted audiences.Strong skills in the area of coordination and strategy development. Thorough understanding of Global Health, WHO policies and the UN system. Good understanding of public health and international development issues related to the UCN division scope of work.Demonstrated networking skills and excellent interpersonal skills and the ability to communicate with a range of audiences.Ability to multi-task and address competing priorities under deadline pressure and to deliver quality outputs in a timely manner on own initiative. Effective working relations with multidisciplinary and multicultural teams. Personal attributes include integrity, tact, and discretion.Reliability and the ability to work well unsupervised.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5483 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
