The United Nations Human Settlements Programme (UN-Habitat), is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The current portfolio of UN-Habitat activities in Africa is expanding and there is urgent need for strengthening the capacity at country level as part of Regional Office for Africa (ROAf).
Burkina Faso has been confronted with armed conflict for several years, with an increased number of Jihadist terrorist attacks in its Northern Territories since 2015. This surge in violence by Islamic groups, local militias, and militants has created in Burkina Faso one of the fastest-growing displacement crises in Africa. This increased violence has thrown the country into a humanitarian crisis, with large numbers of internally displaced, with no or no adequate shelter1, facing food insecurity and in need of protection, and government authorities with very limited means to respond. The displacement of people has resulted in loss of livelihood opportunities, social marginalization and increase of vulnerability. The current COVID-19 crisis also risks overwhelming the country’s war-weakened health system.
National and local authorities, specifically in Burkina’s small and intermediate cities, lack resources and capacity to manage the displacement crisis and have not been able to plan for the current rapid urban growth of their communities. Taking into consideration the risk that IDPs might not be able to return quickly to their places of origin, there is strong need to develop durable solutions2 for accommodating IDPs while parallelly improving the living environments of host communities in Burkina Faso.
UN-Habitat is currently developing a project with the European Commission in four (4) secondary cities located in the north-east of Burkina Faso, to respond to this crisis. While providing approximately 500 houses for most vulnerable IDPs as well as enhancing the urban environment in four communities most impacted by the displacement crisis, the project aims to increase the capacity of local authorities for developing durable solutions for IDPs by enhancing urban planning capacity, fostering participatory (planning) processes and implementing sustainable social, economic and environmental development approaches.
The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.
UN-Habitat’s Regional Office for Africa manages UN-Habitat’s project portfolio in the African region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from Member States.
The Focus of the position is to oversee the implementation of projects at country and sub-regional level, mainly related to Internally Displaced People (IDP) and raise funds for programme development.
The position is located with the Regional Office for Africa of the Regional Programmes Division and based in Ouagadougou, Burkina Faso.
The position reports to the Senior Human Settlement Officer overseeing Western Africa, at the Regional Office for Africa.
Within delegated authority, the Programme Officer will be responsible for the following duties:
• Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other related duties as required.

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Advanced university degree (Master’s degree or equivalent) in urban planning, programme management or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of seven (7) years of progressively responsible experience in project or programme management, in the context of urbanization, housing, land management, displacement, humanitarian settings, sustainable reconstruction and recovery, climate change adaptation, among other topics is required.
Experience in the field of capacity development, institutional reform or training with a focus on sustainable urban development is desirable
Experience in urban development particularly in Western African countries is desirable.
Experience in independently managing a successful project in the field of urban development in post-conflict situations is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French (both oral and written) is required. Knowledge of any other United Nations languages is desirable.Assessment
