Organizational Setting
The Forestry Division (NFO) leads FAO's work in promoting sustainable forest management and providing leadership on the environmental, social and economic dimensions of forestry, including its contributions to poverty reduction and food security and nutrition. It liaises with member countries, civil society and the private sector in aspects ranging from development of effective forest policies to forest conservation and management issues, and strengthens the role of forests in climate change mitigation and adaptation. The Division also collects analyses and disseminates information on the world's forest resources and on the production, trade and consumption of wood and non-wood forest products.
The post is located in the Reducing Emissions from Deforestation and Forest Degradation (REDD ) Team, which supports developing countries in their efforts to mitigate climate change through the implementation of REDD activities while contributing to national sustainable development. The work of the team supports implementation of FAO's Strategic Programme 2 'Making agriculture, forestry and fisheries more productive and sustainable.

Reporting Lines
The Forestry Officer reports to the Senior Forestry Officer, Team Leader REDD , under the overall guidance of the Coordinator REDD /National Forest Monitoring (NFM) and Director, NFO. The incumbent will work closely with the decentralized offices, Forestry Division (NFO) forestry experts and with other relevant FAO units.

Technical Focus
The incumbent will lead and provide technical guidance and advice for FAO's support to countries on REDD to produce high quality mitigation results, result based payments and other sources of REDD finance, jurisdictional REDD , deforestation-free value chains, and increased forest-related commitments in the nationally determined contributions (NDCs).

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of Division’s programmes, projects, products and services in accordance with Division’s objectives and FAO’s Strategic Objectives.

Key Functions
• Plans and leads components of multidisciplinary teams, leads and/or participates on Organization-wide, cross-divisional committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions
• Provides guidance and technical input for an effective implementation of National REDD strategies and investments, taking into account integration with national climate actions and the Nationally Determined Contributions (NDCs);
• Supports countries to access REDD result-based payments, their programming and implementation, carry out relevant analytical work and prepare guidance materials;
• Provides technical advice and coordination to build capacity in partner countries for REDD readiness and implementation and RBPs phases, including in the areas of Measurement, Reporting and Verification (MRV) for ensuring environmental integrity;
• Supports countries to enhance the environmental integrity and quality of REDD results, advise on options for various climate financing streams and assist counties meet relevant requirements;
• Develops and manages project activities to support country implementation of REDD in accordance with the United Nations Framework Convention on Climate Change (UNFCCC) provisions, NDCs and FAO Strategic Objectives;
• Collaborates with other REDD agencies, actors and initiatives at regional and national levels such as United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP), the Green Climate Fund (GCF) and the World Bank;
• Develops and strengthens collaboration with the private sector and facilitate dialogue aimed at enhancing the role of the private sector in support of efforts to address drivers of deforestation and forest degradation and to implement REDD actions;
• Establishes new partnerships and strengthens existing collaboration with other REDD agencies, actors and initiatives at global, regional and national levels such as Multilateral development banks and civil society;
• Supports resource mobilization, and develops and manages project activities for country implementation of REDD ;
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in forestry, forest economics, forest engineering or other field related to natural resources and rural development;
• Seven years of relevant experience in climate international negotiations, natural resources management, and REDD policy approaches in developing countries;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in analytical and country support work on forestry and REDD links with the overall global climate change processes and climate finance architecture;
• Extent and relevance of experience in REDD result-based payments, including assisting countries to meet RBP requirements;
• Extent and relevance of experience in advising countries on REDD and forestry related climate change actions;
• Extent and relevance of experience in different countries and regions, especially in developing countries on enhancing and demonstrating quantity and quality of REDD emission reductions;
• Extent and relevance of experience on methods and tools for estimating, measuring, monitoring and reporting on carbon stock changes and greenhouse gas emissions from Land Use Land Use Change and Forestry (LULUCF) activities;
• Demonstrated experience to lead mobilization of climate finance for developing countries.
