Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Department of Environment (EAE/ENV) contributes to ISID and the implementation of the SDGs, in particular of SDG 9, by greening existing industries and products, as well as by facilitating creation of new green industries and products, and by minimizing resource use along value chains and during the lifetime of products, facilitating uptake of circular economy practices. The Department promotes the concept of circular economy, sustainable design of products with less materials, being easy to maintain and incorporating longevity, industrial resource efficiency to improve the effective use of natural resources including in particular materials and water; assists developing countries and countries with economies in transition to achieve the objectives of and compliance with multilateral environmental agreements; reduces the release of industrial pollutants into the environment; and improves sustainable access to water for productive uses. The Department encourages industrial development for economic growth that is sustainable, resource efficient, beneficial to the climate, and resilient as well as protective of the natural environment and human health, and keeps workers, communities and consumers safe. Its activities serve to improve competitiveness, as well as development of and access to markets, particularly for SMEs. The Department acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment: the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; and the Minamata Convention on Mercury; as well as other relevant international initiatives and conventions such as the Strategic Approach to International Chemicals Management (SAICM), and multilateral co-operation in initiatives like the Partnership on Action for Green Economy (PAGE) and the Green Growth Knowledge Platform (GGKP) and the Green Industry Platform (GIP). The Department coordinates its service delivery with the services offered by other technical departments, and other relevant organizational entities of UNIDO. The position is located under the Materials and Chemicals Management Division (EAE/ENV/MCM) is responsible for supporting developing countries and countries with economies in transition in the implementation of existing or emerging compliance regimes not covered by other divisions. With novel approaches to materials and chemicals management and to innovation, with training and education, and with implementing circular economy approaches in particular related to extension of product life by maintenance, the division is to leverage its experience to facilitate responsible materials sourcing and to support smaller enterprises and entrepreneurs in greening their businesses.

PROJECT CONTEXT Morocco is a partner country of the Partnership for Action on Green Economy (PAGE), a joint initiative of UNEP, ILO, UNIDO, UNITAR and UNDP. PAGE supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The partnership offers a comprehensive and coordinated package of technical assistance and capacity building services. The National Coordinator is a consultant hired by UNIDO, the PAGE lead agency in Morocco, to coordinate all activities on behalf of all PAGE agencies with national partners. The National Coordinator will support PAGE engagement and policy coordination related to PAGE in Morocco, including identification of linkages with important national and international processes, such as the Sustainable Development Goals. The National Coordinator will be hosted by the UNIDO Field Office in Rabat. Duty Station: Rabat, Morocco Approximate duration: 6 months (with the possibility of extension)

Main Functions

The Consultant will report to the UNIDO PAGE Project Manager and Focal Point for Morocco with substantive guidance and oversight provided by the UNIDO Representative in Morocco and the Government Focal Point within the Ministry of Industry, Trade and Green and Digital Economy of Morocco. The National Coordinator will support the Ministry of Industry, Trade and Green and Digital Economy of Morocco in planning, coordinating and implementing PAGE activities in the country and facilitate linkages with relevant national ministries, national agencies, private sector and international development partners. Specific tasks of the National Coordinator include: - Support planning, coordination and implementation support for PAGE priorities and work streams. - Support PAGE inception activities (e.g. initial stakeholders engagement, policy analysis to support the country recovery response to the COVID-19 situation, etc.). - Support the national PAGE National Steering Committee. - Facilitate communication between the Ministry of Industry, Trade and Green and Digital Economy of Morocco, and national and international PAGE partners. - Support PAGE medium-term programme planning and policy integration. - Support PAGE events in Morocco and follow-up. - Support work planning, monitoring, and reporting. Support coordination and implementation support for PAGE priorities and work streams, including: - Green Economy Modelling and Policy Assessment. - Actualization process of Green Economy Concept in Morocco, with linkages to the overhaul of the environmental code. - The SDGs integration process into the national development planning. - Policy development and implementation in various sectoral and thematic areas, such as, waste management, energy efficiency, green finance, and others. Support the national PAGE Technical Committee: - Support the Ministry of Industry, Trade and Green and Digital Economy of Morocco in holding regular meetings of the national PAGE Committee. - Assist, if demanded by government, in establishing an inter-ministerial sustainable development coordinating mechanism. Facilitate communication between the Ministry of Industry, Trade and Green and Digital Economy of Morocco, other national and international PAGE partners: - Facilitate regular and effective communication, regarding PAGE activities, among PAGE partners, including the Ministry of Industry, Trade and Green and Digital Economy of Morocco and other relevant key ministries. - Facilitate regular, effective and timely communication with international PAGE and other development partners engaged in inclusive green economy and sustainable development / Keep in-country delegation of PAGE funding partners informed of PAGE work, learn about their priorities and align work to ensure complementarity and PAGE sustainability. - Regularly provide news articles about PAGE activities in Morocco for the global PAGE website. - Support PAGE communication and outreach at the national level/ Keep PAGE work visible in national media, in line with UNIDO communication guidance. - Facilitate effective communication with development partners (national and international), including funding partners and donors, to ensure alignment of efforts on green economy in Morocco. Support PAGE medium-term programme planning and policy integration: - Develop a sustainability plan for advancing green development in Morocco beyond the core PAGE support period. - Identify new opportunities for green economic transformation within the core offer of PAGE. - Support the initiation of a green development programme with a larger funding base, going beyond the current partnership. - Facilitate linkages between PAGE and national SDGs processes, and with other relevant policy processes. - Regularly inform national authorities responsible for reporting on SDGS and Paris agreement of PAGE support. - Support mobilization of national and international resources for Programme implementation / Support resource mobilization initiatives and local partnership arrangements with representatives of key stakeholders. Support PAGE events in Morocco: - Support organization of high-level PAGE workshops, thematic training, stakeholder consultations and other PAGE events. - Ensure smooth logistics, including ensuring translation facilities and suitable conference venue. - Ensure participation from government representatives and stakeholders and major international actors. - Collaborate with the Ministry of Industry, Trade and Green and Digital Economy of Morocco, PAGE partners concerning event objectives, implementation, etc. Support work planning and reporting: - Develop draft budgets and work plans. - Develop an annual report for all PAGE activities in the country in consultation with national and global partners. - Review and analyse specific development plans and priorities, socioeconomic data, reports and other relevant information for Morocco and provide written analysis on links to the PAGE programme. - Have regular communication with the PAGE Secretariat and organize inter-agency group meetings, including scheduling meetings, preparing the agenda, minutes and follow-up actions items, results and future plans through a Survey and calls. - Provide progress and send updates for PAGE monthly country survey, newsletter and for PAGE website to Secretariat. - Meet with Government Focal Point, funding partners and relevant initiatives/projects of PAGE agencies and other institutions. - Develop communication/outreach activities about PAGE activities. - Identify bottlenecks in implementation of work streams. - Update key partners inside and outside Government on latest developments. Measurable outputs: - Effective support and communication concerning PAGE work streams. - Meetings of inter-ministerial PAGE technical committee effectively supported. - Regular communication performed with relevant ministries, stakeholders, PAGE partners and Secretariat. - PAGE meeting organized in with high-level participation of government and development partners. - Timely annual reporting.

Minimum Requirements

Education

Master’s degree in economics, engineering, environmental, social, political sciences, or other relevant discipline.

Languages

Fluency in written and spoken Arabic, French and English is required.

Computer Skills

Field of Expertise

Minimum five (5) years of relevant work experience at the national or international level in programme/projects management, with presentation, reporting and analytical skills.
