OBJECTIVES OF THE PROGRAMME

To provide accounting policy guidance and income/ awards and budgetary management and support across the SEAR Region. Ensure effective financial controls exist and are properly managed. Ensure income is managed appropriately for all sources of funding, and advise budget centres on all aspects of income and awards management. Monitor the general ledger and sub ledgers and take action where necessary to correct errors. Coordinate the monthly and annual financial closure processes at country and regional level.

DESCRIPTION OF DUTIES

Under the overall guidance and direct supervision of the Budget and Finance Officer (BFO) the incumbent will Participate in and supervise a variety of tasks, such as the following:

1. GL Budget related: Clear programme changes and related GL budget vouchers, expenditure batches; monitor budget ceilings, PB allocation and resources available;

2. HR Plan related: Monitor that data is accurately maintained in GSM and in offline consolidated sheet and tasks and awards are correctly mapped; review reports and resolve funding issues for monthly HQ payroll OLD run; calculate standard costs.

3. Assist in preparing briefings for high level meetings and provide inputs for any related meeting documents.

4. Perform initial review and provide comments regarding donor agreements received for BFU's clearance;

5. Supervise funding of the work plans; reconciliation of award distribution, budget and work plan funding; advise award managers and staff on budgetary issues; prepare reports from GSM.

6. Follow-up on receivables, undistributed funds and expiring awards.

7. Monitor follow up relating to implementation of voluntary funded projects and co-ordinate with award managers, including closure of awards, financial reports and refunds due to donors.

8. Monitor implementation of work plans, assist in preparing financial reports and budget analysis.

9. Assist in reviewing COVID-19 related proposals, including exceptional approvals, eMemos, CRC and RRC;

10. Assist in ensuring that adequate compliance to rules and regulations, delegation of authority, and Standard Operating Practices has been followed and supporting documents are attached to the proposals for future reviews, audits and evaluations;

11. Assist in monitoring COVID-19 funding, financial implementation, and prepare reports for Senior Management and donors, as required;

12. Replace other Executive Associates in BFU during their absence.

13. Perform any other task as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Secondary school education with specialization in budgeting and accounting.
Desirable: Diploma certificate for studies in accounting and IT an advantage. Training in computer applications including excel

Experience

Essential: At least 10 years' progressive experience in finance and accounting area
Desirable: Experience in a UN Organization or International Organization is an asset.

Skills

Knowledge of principles of accountancy and its application for quick and accurate computation of information from the financial data base. Knowledge of Excel spreadsheets and application of excel skills as applied to data generated from the GSM. Thorough in-depth knowledge of WHO financial rules and regulations, manual provisions, WHO's awards end to end financial procedures and guidelines.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,367,639 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
