BACKGROUND:

 UNICEF has been working in Syrian refugee camps and host community in Jordan since the start of the refugees crises in 2021. As part of the Crisis Response, there was a significant need to protect children and families from psychosocial distress, violence, improve their well-being and strengthen their resilience. For these reasons, Child Friendly Spaces were established (CFCs) in 2012. Lessons learnt from the delivery of CFSs were consolidated, leading to the development of a comprehensive approach via new programme called Makani, “my space” in Arabic. Makani centres have since 2014 adopted a multi-sectoral approach to support vulnerable children and young people, girls and boys, families and community members. They promote children and young people’s full development and well-being – physical, cognitive, social and emotional –  through sessions covering learning support services, skills building programs and community-based child protection. Additionally, since 2016 UNICF Jordan has been providing transportation service to public school for more than 1,800 children.

Since the above programmes are providing services for more than 150,000 children in Jordan in different setups (Camp, host community and informal tented settlements), it is essential to maintain high level of safe and secure environment within Makani centres and all services associated to the centres (i.e. transportation).

OBJECTIVE:

The consultant delivers Learning, Monitor & Development Road Safety, First Aid and Fire safety for Makani programme locations according to the safety SOPs UNICEF JCO.

DESCRIPTION OF ASSIGNMENT:

All activities to be developed as part of this consultancy should be done in agreement with UNICEF Jordan Country Office, ensure Makani centres are safe environment for children, implement UNICEF safety measures in Makani centres – including COVID-19 related safety measures-, Train focal points in Makani centres on First aid and fire safety, raise awareness and develop driving behaviour of the bus drivers, along with physical spot check on the buses and the buses drivers driving skills.

KEY DELIVERABLES:

A set of deliverables are expected of this consultancy to evaluate the situation in Makani centres based on First aid, Fire and road safety, provide report on what can be implemented, provide UNICERF JCO with a plan of work,  implement UNICEF safety measures in all Makani centres, with the best safety practices and train focal points on fire safety and first aid, conduct spot check on the bus drivers to ensure all road safety measures in place. Develop safety environment in Makani centres, report and incidents and or potential risks.

Deliverable 1: Prepare, maintain and lead on implementation of   UNICEF Makani safety SOPs including bussing services to ensure that Makani centres meet all UNICEF safety requirements standards relating to fire, first aid and road safety.

Expected results: undertake the necessary assessment for the centres and provide UNICEF with clear SOPs for the center including bussing services – for both Makani and public school- Provide UNICEF with plan on what need to be developed and what can be implemented

TimeLine:  30 Nov.  2020

Payment:  20% upon completion

Deliverable 2: Maintain emergency specific operating standards for all considered scenarios with consultation with Security section. 

Expected Results:  SOPs for potential risk scenarios 

Timeline:  30 Dec 2020

Payment: 20% upon completion

Deliverable 3: Leads the development and implementation of tailor-made capacity building initiatives (i.e. training events) for Makani centres staff and buss drivers

Expected Results:  Conducted necessary trainings and awareness planes

TimeLine: 15- October 2020 to 15 Feb. 2021

Payment: 20% upon completion

Deliverable 4:  Develop and monitor centre safety and road safety SOPs and Conduct spot check on buses and IPs drivers frequently to assure that they are meeting UNICEF safety requirements

Expected Result: Conduct a daily filed visit to monitor that safety measures are in place, provide a weekly report to UNICEF about the overall safety situation advise about correction measures

Timeline: 15- October 2020 to 30 May 2021

Payment: 20% upon completion 

Deliverable 5:  Perform general operational safety functions, such as to establish and maintain the safety check lists; monitor preparedness of buses and movements of drivers; respond on a 24-hour basis whenever a safety-related incident affects Makani children; oversee investigations into incidents involving Makani children; assist the Programme specialist in cases of accidents

Expected Result:  General overview of the Makani situation reports and plans

To qualify as an advocate for every child you will have…

  1. Education:
  • Diploma degree or equivalent preferably in management or any related field.
  • Certified as ToT from Institution of Occupational Safety and Health (IOSH)
  • Fire Fighting, First Aid and Road Safety certification
  1. Work experience:
    • 3 years of working in safety field as safety and security professional
    • 3 years’ experience in conducting of training for Road Safety
    • 3 years’ experience in conducting Driver capacity assessment
    • 3 years’ experience in conducting training in Fire Safety

 

  1. Technical knowledge:
  • Experience in Firefighting, First Aid and Road Safety
    • Experience in provide training and customize trainings
    • Identifying risks and hazards
    • Team building capacity and communication
    • Reporting skills
    • Aware of safety local laws
  1. Language:
  • Fluent knowledge of English and Arabic.
  • Arabic is the mother language.
