OBJECTIVES OF THE PROGRAMME

The HWF department's main objectives are to ensure that all people have equitable access to an adequately trained, skilled and supportive health workforce, in order to attain the highest possible level of health. The Global Strategy on Human Resources for Health: Workforce 2030, the report of the UN High Level Commission on Health Employment and Economic Growth and WHO's General Programme of Work represent the main reference frameworks that determine the strategic and operational priorities of the health workforce department. In addition, the HWF department facilitates the Global Health Workforce Network Education Hub, a collaborative platform comprising thematic experts that advise WHO on the development of some of its priority policy and normative guidance on education and training of health workers.

DESCRIPTION OF DUTIES

1- Participates in promoting best practices for health workforce interventions in countries taking into consideration the effective integration within the health care delivery system, its health services and existing public health programmes.
2- Contribute to tools for improving technical capacity of regions and countries on HRH and relevant institutional structures and collaborators leading to improved education and training of the health workforce, including aspects relating to education contents, modalities, student selection policies, institutional requirements for effective education, mainstreaming gender aspects in health worker education and training.
3- Participate in operational research activities to deepen the knowledge base on the various issues, including health workforce education and training.
4- Prepare technical documents and global policy analyses/ flagship reports on policy and technical issues related to health workforce development, with a priority focus on health workforce education and training, but including and linking with relevant HRH governance, policy, financing, regulation, retention and migration elements.
5- Follow-up on dissemination and implementation of recommendations and policy advice of WHO resolutions and technical reports. Provide technical support for capacity building for an effective HRH agenda at global, regional and country levels through the development of appropriate training and management tools, including on nursing and midwifery.
6- Contribute to technical cooperation activities with countries on health workforce issues.
7- Support the conceptualization, organization and follow-up of global meetings and events, in collaboration with other relevant offices and departments within WHO, national government counterparts and other relevant stakeholders.
8- Cooperate with counterparts in other international agencies, international professional associations, countries and partners in advocacy and resource mobilization activities in support of the work on health workforce development, including the facilitation of the Global Health Workforce Network Education Hub. 9- Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in health sciences, economics, international relations or relevant field.
Desirable: An advanced (post-graduate) university degree (Master's level or above) in the health sciences (e.g. public health) or public policy domain.

Experience

Essential: A minimum of 2 years of professional experience in health workforce development,with demonstrable focus on health workforce education and training experience. Demonstrated exposure at the international level.
Desirable: Progressive professional experience in working on collaborative national and international projects with United Nations agencies and/or international organisations/NGOs.

Skills

Technical background and knowledge in human resources for health. Skills in health workforce education and training. Demonstrated capacity in research and writing of policy and technical reports. Demonstrable skills in programme design and development, implementation, monitoring and evaluation.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,895 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3572 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
