The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

Job Overview/Summary

 

The Protection Partnership Manager, based in the IRC’s Amman office, will be responsible for managing partnership awards under for women’s protection and empowerment (WPE) and Protection and Rule of Law (PRoL) programs and capacity building programs for WPE and Child Protection (CP). The Partnership Manager provides support to partnership programming in Northwest Syria targeting displaced Syrians inside Syria, including supporting the technical quality of case management and outreach services for women and girls and children and building capacity of partner staff in GBV and CP case management with the support of CP and WPE technical advisers and senior program managers. The protection program in Syria works to support partners to develop their capacity in psychosocial assistance to women and girls through safe spaces, provides counseling and case management for CP and GBV clients, and works to reduce risks to their safety and well-being in accordance with international humanitarian principles of safety and dignity. The PRoL program focuses on protection monitoring, protection case management, civil status documents, and cash for protection. The Partnership Manager will report to the Senior WPE Manager and work closely with the PRoL and CP Senior Managers.

Major Responsibilities

 

  • Project, technical and grant management of protection partnership programming, including staff management.
  • Work closely with partners for timely implementation and development of programs, including providing oversight over the budget expenditures and progress towards targets.
  • As required, provide technical support to partners, guidance on program activities, etc. with partner related to good practices in PSS, case management, services for GBV survivors, adolescent girl programming, approaches to outreach, etc. (or other topics as identified together with Senior WPE, CP and PRoL Managers)
  • Review partner case management tools and processes in line with IRC WPE and CP technical standards. Identify and raise technical challenges partners will face in the delivery ofcase management services and propose tools and mechanisms to overcome them in a timely manner

·Identify and raise technical challenges IRC and partner staff will face in the delivery of WPE and PRoL services and propose tools and mechanisms to overcome them in a timely manner in consultation with the integrated protection coordinator

·Development and/or adaptation of mentorship tools to support partners to undertake case management.

·Manage the implementation of the capacity building program and the capacity building officers to ensure partners are supported to undertake quality case management programming.

  • Develop and roll out training plans and implement trainings for the partner’s based on the assessed needs for continued training.

Assess partner’s learning using a series of mentorship tools.

Organize and lead the identification of new award partners, conduct pre-award assessments for program quality, in consultation with the senior integrated coordinator and the partnership department, and make recommendations on selection of new award partners

Develop and implements partners support plan including capacity building on identified gaps

Review award partners’ program and financial reports and ensure consistency to agreed scope of project plans

Conduct periodic program monitoring visits to partner’s offices, document progress and take corrective actions for identified gaps

Work withpartner organizations to conduct regular analysis of program data collected from field teams in order to note trends and inform programming accordingly, as well as sharing information via reports as needed

With guidance from Senior WPE Manager and the integrated protection coordinator, Identify opportunities and challenges of working through partners through sub-awards and/or other technical collaboration to improve IRC’s contribution to the Syrian Crisis protection response

Support the WPE Senior Manager and integrated Coordinator in mobilizing partner support for rapid Protection Assessments when needed in all IRC selected locations, including: revising tools, directing the partner protection staff on how to conduct these assessments and translating and compiling finding;

Support the WPE Senior Manager and integrated protection coordinator in identifying and implementing improved collaboration and integration with other IRC protection streams of Protection and Rule of Law (PRoL) and Women Protection and Empowerment (WPE) and Health and Economic Recovery and Development (ERD) programs.

 

Research, Learning and Analysis

  • Work with partner organizations to conduct regular analysis of data collected from field teams in order to note trends and inform programming accordingly, as well as sharing information via reports as needed.

·Lead the roll out and analysis of assessments of each partner’s base knowledge and capacity and support programmatic capacity building according to plan.

·Regularly use feedback to support partners to improve programming and to improve on communication and coordination with partners.

·Consider partners from a perspective of equality where they have much to offer to IRC in terms of learnings and access.

 

Coordination & Representation

·Support regular information sharing regarding challenges and needs at the field level.

·Represent IRC in internal and external forums as needed, including clusters, and coordinate activities with them.

  • In close collaboration with the Integrated Protection Coordinator, identify, establish, and maintain strategic partnership and coordination with other service providers related to CP/GBV/General protection services to ensure sharing of learning.

Grants Management:

 

·Manage related grants; develop and maintain work, spending and procurement plans for multiple projects.

·Prepare internal and external reports within agreed deadlines using IRC and donor formats.

·Contribute in Managing the relevant project budget; oversee budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; monitor monthly Budget vs. Actual and expenditure sheets.
