Disaster Risk Reduction (DRR) Officer

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of Chief of Social Policy Section or his/her designated mandated representative(s), the UNV DRR Officer will:

  1. Provide technical assistance and support the implementation of the Project Cooperation Agreements with Center for Disaster Preparedness (CDP) and University of the Philippines Visayas Foundation, Inc. (UPVFI), including:
    • Ensuring that a unified/common approach to implementing child-centered DRR initiatives is observed in all project areas
    • Ensuring that regular reports (FACE/Funding Authorization and Certificate of Expenditure, CAS/Cash Assistance Summary, Quarterly Progress Reports, Activity Implementation Reports) are regularly submitted by partners
    • Conducting project monitoring meetings to monitor project activities, identify challenges and bottlenecks in project implementation and take key actions to ensure fun expenditure and timely delivery of results

  1. Coordinate and monitor the implementation of the workplan with DENR (Department of Environment and Natural Resources), OCD (Office of the Civil Defense) and CCC (Climate Change Commission), with a particular focus on the following activities:
    1. Youth and Climate Change Behavior Change Campaign
    2. Establishment of the Gawad KALASAG Seal of Disaster Resilience (ongoing finalization)
    3. Documentation of CC-DRR strategies for replication and dissemination and updating of the CC-DRR Mainstreaming Toolkit
  2. Coordinate with government partners to communicate progress of initiatives, identify challenges and bottlenecks in project implementation and take key actions; and strengthen partnership on child-centered DRR-CCA
  3. Collect, collate, and organize relevant data and information from implementing partners and government partners for the preparation of relevant reports (internal and external)
  4. Provide over-all programme support to UNICEF Philippines and Social Policy programme priorities related to DRR and CCA, including follow-up actions on the Management Response Plan to the CC-DRR Evaluation.

OTHER CONSIDERATIONS:

  • Given COVID-19 considerations, unless otherwise permitted according to UN approved and compliance to Philippine National Government health protocols, all activities performed during this assignment will be done remotely / via teleworking.
  • UNV DRR Officer will report to the Chief of Social Policy, in close coordination with the DRR Programme Officer.
  • Travel and Funding: All travels shall go through approval of the Supervisor and according to the approved workplan. Funding for travel that would be carried out as part of the approved workplan during the duration of the stretch assignment shall be covered by Social Policy Section (under Output 4.1).
  • Any other related tasks as may be required or assigned by the supervisor.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:
  • An advanced university degree with one of the following fields is required: Social Sciences, Public Administration, Community Development, International Relations, or another relevant technical field.
Required experience: 24 Months Experience remark:
  • Professional work experience at the national and/or international level in programme/project development and management or other relevant programmes; experience with working with government (national and sub-national) and CSO partners is an asset, as is experience working in the UN or other international development organization.
  • Experience working in the Philippine disaster risk reduction and climate change adaptation will be highly valued.
Language skills:
  • English(Mandatory), Level - Fluent
