The Sustainable Human settlements in Urban areas for Reintegration in Afghanistan (SHURA) program, is designed in line with the corresponding contribution Agreement, signed between the European Union, the Danish Ministry of Foreign Affairs and UN-Habitat. The Program is being implemented with the coordination authority of the Ministry of Refugees and Returnees (MORR), Ministry of Urban Development and Lands (MUDL), The Afghanistan Independent Land Authority (ARAZI), Independent Directorate for Local Governance (IDLG), the Afghanistan high-level Displacement and Return Executive Committee (DiREC) to which UN-HABITAT provides implementation outputs.

The Nature of over-arching consultancy activities entails components as following:

Information Management System Development for Biometric Data hosting and web-based mobile friendly AI solutions for:

1. Biometric Profiling Registration of Assistance applicants at Registration Centre’s located at Ministry of Refugee and Repatriation (MORR)
2. Biometric based vulnerability profiling and field dependency assessment of eligible Returnees and applicant IDPs at the Household (HH), pre-profiled at the RIC and channeled through secure network system.
3. Predictive Data Analysis for applicant Scoring and eligibility determination as per Presidential Decree (PD)305
4. Link of Returnee and IDP registration database to other databases (IOM, UNHCR, NSIA, ANDC, WB, CFA, ARAZI)
5. Data processing for generation of eligible applicants’ manifest reports for selection processing.
6. RIC Database link to ARAZI Geospatial database for Land allocation indexing and deed issuances.
7. Link to SHURA/MORR/MUDL/GoiRA websites, executive dashboard for transparency and information dissemination.
8. Vulnerability, scoring, eligibility, dependency, profiling analytics and report generation.
9. Technology based registry systems maintenance, usage and upgrade capacity development and training for Government registration staff.
10. Handover of the Registry Network systems, the Database Server system and Configured Machine learning Database to government for Scale-up at national level. 

              I.      Objective, tasks and deliverables

OBJECTIVE

The SHURA – Beneficiary Registration System as proposed, is Technology based system, for the registration and profiling of potential beneficiaries for land and housing assistance allocation requested of UN-Habitat by the Government of the Islamic Republic of Afghanistan (GoIRA). This biometric system will be used to transparently manage applicant registry information of potential beneficiaries applying for reintegration assistances by the Afghan government, that are piloted initially, under the Sustainable Human Settlement in Urban Areas to Support Reintegration in Afghanistan (SHURA) program. This Information management system will be available both offline and online and will be installed on government owned computers and servers to enable the collection of beneficiaries’ biographic and biometric data to assist in storage, processing and assessing the eligibility of beneficiaries. Names of all eligible beneficiaries will be fed into a public electronic lottery, that will determine the final selection of beneficiaries to receive the cadastral indexed plots of available state land.;

        III.      Required Qualifications

Education

An advanced university degree (Master) in computer Science, Information Management, statistics, social sciences research, or related field or other relevant qualifications

Experience

·          Minimum of 5 years of relevant experience in the implementation of technology development projects,

·          Experience in Technology Project Formulation and Implementation at scale in built environment, with Monitoring and Evaluation abilities will be an added advantage.

·          Experience in managing complex urban development programs, including in fragile states, providing policy and technical assistance to governments

·          Familiarity with the UN in Afghanistan

Knowledge and skills

·          Ability to think analytically, and present technical concepts clearly

·          Ability to plan work, set priorities and complete workload under pressure

·          Good communication skills (verbal and written)
