Overview of position
  • Afghanistan is one of the multi hazard prone countries of South Asia, with earthquakes, floods, droughts, landslides, sandstorms & avalanches as the common natural disasters. Heavy rain & snow cause major problems across the region almost every year. Extreme winter conditions & avalanches are also a recurrent feature in the mountainous areas of Afghanistan that make up approximately 63% of the country. Poor housing provides little protection to the households in rural parts of the country. Lack of capacity & resources within govt. institutions further adds to the vulnerabilities of families affected or displaced by natural disasters.
  • Our client in line with its DRM & DRR framework implements DRR activities with the overall aim of strengthening GIRoA’s DRM capacities at the national, provincial & community level.
  • DRM activities focus on selected disaster prone communities across Afghanistan to enhance community level preparedness & response to disasters.
  • In addition, our client through its HAP is implementing emergency response project through which natural disaster affected & displaced population is assessed & the needs for relief items are addressed by provision of NFIs & emergency shelter. They are the Co Chair of the emergency shelter / NFI cluster. Under the overall supervision of the Program Manager, the National Cluster Deputy Co Chair Coordinator will support HAP & ESNFI cluster specified below.
  • Conflict, natural disasters & the sustained erosion of communities’ resilience during close to 40 years crisis continues to drive shelter & NFI needs across different population groups in Afghanistan. These preexisting needs are further compounded by outbreak of the COVID-19 with the related containment measures, resulting in massive disruptions to livelihoods. This is predominantly challenging for people already living in poverty, those that depend on the informal sector & those in underserved locations & residing in informal settlements. Across the country, the need for shelter has been reported by affected populations as their 2nd highest priority need after food. Emergency & transitional shelter needs remain high, particularly among new & protracted IDPs, refugees & returnees who require core emergency shelter assistance, as well as longer term shelter to recover or find a stable & safe place to live. People’s capacity to cope with repeated shocks has continued to be eroded with those who have been displaced multiple times acutely vulnerable due to their depleted financial & emotional reserves. Poor shelter, lack of winter clothing & other household items leave people vulnerable to disease & unable to cope with Afghanistan’s harsh winters. The high need for heating & clothing coincides with limited livelihood opportunities & heightens the risk of preventable mortality among children & the elderly.
  • In addition to newly affected populations, more than 4.1 million people displaced since 2012 & remain in urban & rural informal settlements, residing in substandard shelters & lacking access to safe water & sanitation facilities, unable to contribute to their own recovery & continue to require annual winterization support. While conflict significantly impacts on access to adequate shelter, natural disasters are a contributing factor with families often unable to rebuild their shelters in the aftermath. Those whose houses were destroyed continue to live in tents or with relatives due to lack of financial resources to rebuild their shelters. 
  • The lack of adequate shelter exposes households to a variety of risks, including the lack of privacy, safety & security, risk of eviction, exploitation & abuse, overcrowding, poor access to services & in some cases is linked to increase in SGBV. In 2021, an estimated 6.6 million people are in need of shelter & NFIs support, of these, 2.9 million people need emergency shelter assistance (including rent support), 2.2 million people are in need of transitional shelter, 5.8 million people are in need of shelter repair & NFI assistance & 6.4 million people are in need of winterization assistance.
  • The Afghanistan emergency shelter & NFI cluster was established in March 2008, led by UNHCR & Co-Chaired by our client. The ES / NFI cluster continues to coordinate & support access to basic lifesaving assistance through the provision of emergency shelter, shelter repair, rental support, NFIs & winterization assistance & while ensuring adequate coordination mechanisms & response capacities at national & regional levels with various line ministries. The ES / NFI cluster has established coordination mechanisms in 8 subnational levels. To enhance coordination & response, the ES / NFI cluster also has provincial focal points in all provinces with the sole aim to support the regional focal points in representing the cluster, sharing information on displacement, assessments, partner mapping & response. These national & sub national roles form the ES / NFI cluster coordination team. This team, at all levels, must ensure the inclusion of key humanitarian partners within the cluster, respecting their mandates & program priorities. Together with the cluster members, the team will identify the overall requirements in responding to natural & conflict emergencies & will endeavor to ensure cluster capacity to meet this threshold.
Role objectives
  • Collaborate with the National Cluster Coordinator & Co-Chair the relevant National ES / NFI cluster activities.
  • In coordination with the National Cluster Coordinator, represent the ES / NFI cluster to national (local whenever needed) authorities, state institutions, local & international organizations & donor agencies.
  • Ensure that the national cluster is represented at sub national cluster meetings (owing to travel & security restrictions, this could be through the provision of written updates to the sub national clusters in a timely manner for the meetings. Updates to be agreed between the Co-Chair & National Cluster Coordinator).
  • Support ES / NFI cluster meetings & other Cluster activities at the national level.
  • Collaborate with the National Cluster Coordinator on the design of the national strategy & provide support to the assessment of needs & gaps.
  • Provide technical inputs to the national level & identify local & international agencies & other stakeholders with appropriate technical expertise that can be adapted & / shared for use in the ES / NFI cluster.
  • Convening & ensuring proper working of ES / NFI & other necessary TWiGs at national level, if they are deemed necessary & appropriate.
  • Ensure that agencies responses are informed at different phases of the response by appropriate ES / NFI policy & guidelines.
  • Liaise with sub national ES / NFI clusters in order to maximise coverage with support for displaced populations (new influxes, returnees) who move between zones.
  • Ensure clear & consistent communication between sub national clusters on any matters pertinent to the relevant clusters. promote attention to vulnerable groups & cross cutting issues such as gender, GBV, age, children, disability, PSEA etc. in the project implementation process of ES / NFI responses.
  • In conjunction with the national ES / NFI Cluster Coordinator, advocate on funding & materials needs for partners to address identified gaps.
  • Promote good practice within the ES / NFI cluster, including participatory approaches & ensure an appropriate distribution of responsibilities amongst cluster members by ensuring their commitments in responding to needs & filling gaps with clearly defined focal points for specific issues where necessary.
  • Assist HAP in identifying needs & gaps at national level, ensure coordination with other programs engaged in distributing NFIs & implementing CBI & ensure reporting HAP activities in report hub.
  • Represent the interests of the national clusters in internal strategic & planning discussions with cluster at national level.
  • Assist the cluster developing & collecting regional flood & other relevant contingency plan from filed & develop national contingency planning on quarterly basis.
  • Recommend cluster specific needs to relevant cluster identified through MSRAF, other assessment & ensure proper follow up with relevant cluster until recommend needs are addressed.
  • Contribute in the preparation & revision of contingency planning & preparedness processes at national / regional level.
  • Disseminate, promote the use of & explain the use of strategic tools produced by the cluster (e.g. common needs assessment tools, monitoring tools, ES / NFI strategy, technical guidelines, etc.), identify new partners & share information with them.
  • Coordinate the delivery of shelter & other cluster specific training activities for ES / NFI members, other local partners & relevant authorities.
  • Ensure that an up to date stock list of materials available from agencies in an emergency. (monthly) is maintained & report any gap to the cluster coordination team, ensure up to date 4Ws is available for partners.
  • Support the collating of IM needs related to ES / NFI & advise client staff during the development of IM products such as who does what & where (3Ws), advocacy dashboards, progress reports, stock tracking etc.
  • Ensure a proper reporting of cluster specific matters through weekly, monthly, quarter & annual reports according to cluster specific needs & requirements.
  • Perform such other duties as may be assigned.
Project reporting
This role works under the overall supervision of the Program Manager, the National Cluster Deputy Co Chair Coordinator will support HAP & ESNFI cluster.
