TERMS OF REFERENCE TO UNDERTAKE SECURITY MANAGEMENT TRAINING

1.0. BACKGROUND

The American Bar Association Rule of Law Initiative (ABA ROLI) together with its partner Chapter One Foundation Limited (COF) is implementing a 9-month project focused on providing a rapid legal response to human rights defenders and media practitioners at risk in Zambia. The overall goal of the rapid response activity is to provide urgent legal assistance to human rights defenders and media practitioners at risk. The project has three components that address human rights protection, prevention and advocacy for human rights defenders at risk and media practitioners at risk. To promote sustainability of legal aid beyond the life of the project, the intervention includes a capacity building component aimed to cultivate a network of lawyers with specialized skills and commitment to public interest lawyering for timely and impactful interventions.

The specific objectives of the project include:

1. Establish a network of specialized lawyers capable of providing urgent legal assistance to HRDs and media practitioners;

2. Provide urgent legal assistance to human rights defenders and media practitioners at risk;

3. Achieve greater engagement and protection by national, regional and international mechanisms on the situation of HRDs and media practitioners at risk.

To achieve the goals of the project, COF is establishing a legal defense fund intended to facilitate the uptake of human rights related cases during and immediately after the upcoming 2021 national elections. To operationalize the fund, COF will identify 20 lawyers willing to undertake election related human rights cases and provide them with knowledge and skills required for representing their clients under the fund, many of whom are human rights defenders or media practitioners. In a context where human rights defenders face additional risks to their security for exercising their profession, the training will include a one-day session to share security strategies with participants. The training will be key to ensure that the lawyers have the prevention and protection strategies that are vital to mitigate risks encountered while delivering urgent legal services to their clients.

The identified consultant will provide specialized training and materials intended to help the lawyers with skills and knowledge on physical, personal security and data security. It is anticipated that as a result of this training the lawyers will have the skills to analyze their working environment, assess their risks and develop strategies to increase their capacities to manage these risks with the ultimate aim to continue providing urgent legal assistance to human rights defenders and media practitioners at risk.

2.0. PURPOSE OF THE CONSULTANCY

The consultancy is intended to equip the lawyers with skills on personal physical and data security as well as crucial tools to mitigate their risks of persecution and to ensure their well-being. The support will be focused on prevention strategies vital to mitigate risk.

2.1 Specific Objectives

· To facilitate a one day training on safety and protection offers comprehensive, in-depth security including mentoring and security advice;

· To provide the lawyers with skills and knowledge to be able to improve their security and protection management;

· To improve the strategies for security and protection utilized by lawyers providing legal assistance to HRDs and media practitioners.

3.0. DURATION OF CONSULTANCY

The consultancy will last for 3 working days. ABA will be responsible for the roundtrip ticket and daily per diem for the consultant in Lusaka for the training session.

4.0. SCOPE OF WORK

The identified consultant will be expected to work closely with the local partner organization in Zambia. The selected expert will design and administer one day training session for 20 Zambian lawyers. The specific deliverables include the following:

· Prepare the overall objectives of course, key content areas and strategy and methodology for presentation; prepare draft agendas, course outlines and similar planning materials.

· Develop a handy-tool/guide for lawyers to help them manage their stress and handle their clients and provide guidance to the lawyers on how to handle these issues in the workplace and engaging with clients.

· Develop/provide reference and guidance materials, manuals and forms for participants to consult and learn about additional sources of information that can facilitate their work.

· Conduct a training program in Zambia.

· Provide training report inclusive of an evaluation on the success of the training and recommendations to inform future trainings within two weeks after the training.

5.0. REPORTING

The consultant will report to ABAROLI staff and will directly liaise with the local partner organization in the day-to-day execution of the assigned tasks. The adequacy of the deliverables will need to be approved equally by the local partners and ABAROLI.

6.0. QUALIFICATIONS AND EXPERIENCE

· Master’s degree in Law or Human Rights, IT, Development Studies and Social Sciences, or any other relevant academic qualification;

· A minimum of five (5) years of progressive experience of undertaking consultancies and training;

· Demonstrable experience in security management particularly physical and data security;

· In-depth understanding of the work and environment of human rights defenders in Zambia;

· Ability to communicate using simple language during the delivery to enable participants understand easily;

· Excellent interpersonal and communication skills required to undertake research, train /coach.

· Strong analytical skills

· Experience in undertaking similar assignments
