IDLO has been working in Myanmar since 2013, to support the country’s government justice institutions, lawyers, civil society representatives and communities to strengthen rule of law and access to justice, enhance gender equality and promote peace and development in line with Sustainable Development Goal 16, as part of the ongoing democratic transition in the country.

Taking steps to address the culture of impunity and to hold perpetrators of sexual and gender-based violence (SGBV) to account, especially in conflict-affect areas, IDLO in 2018 launched a pilot program in Kachin and Shan States, Strengthening Prevention of and Accountability for Sexual and Gender-Based Violence. The program seeks to build trust between by various SGBV responders by supporting community-level and multi-stakeholder dialogues on SGBV and strengthen understanding among individual justice sector responders on the legal framework and Myanmar human rights obligations related to SGBV through specialized training. More recently, IDLO has been supporting the development of standard operating procedures (SOP) on the investigation of cases of SGBV for the Myanmar Police Force (MPF) and on the prosecution of cases of SGBV for the Union Attorney General’s Office (UAGO).

the assignment

Under the supervision of the Capacity Development Specialist and overall guidance of the Project Coordinator, the Consultant will draft three sets of curricula, detailed below. Each of the curriculum must be grounded in survivor-centred approaches to responding to SGBV.

Training materials will include session plans and handouts and must employ a variety of interactive training methodologies designed for adult learners. Each of the trainings will use a case study to guide participants through the practical application of the SOPs. At present, the trainings are anticipated to be delivered in-person, however, the curriculum should be drafted in order that they can be adapted for online training if necessary.

Description

Structure

Curriculum 1: Introducing SOPs for Investigating SGBV Cases

Content: Gender-sensitisation workshop with practical instruction on how to use the SOPs during SGBV investigations.

One [one-day] training workshop with approximately 25 participants

Curriculum 2: Introducing SOPs for Prosecuting SGBV Cases

Content: Gender-sensitisation workshop with practical instruction on how to use the SOPs during SGBV prosecutions.

One [one-day] training workshop with approximately 25 participants

Curriculum 3: Collaboration between the Police and Law Officers in the Investigation and Prosecution of SGBV Cases

Content: Gender-sensitisation workshop with practical instruction on where and how the police and law officers can and should collaborate/cooperate on investigating and prosecuting SGBV cases.

One [two-day] training workshop with approximately 30 participants (15 police officers and 15 law officers)

 

methodology

The assignment is home-based with no requirement to travel. The Consultant will work under the supervision of the Capacity Development Specialist and with the support of an experienced IDLO trainer and member of the Capacity Development Team. Both will provide technical support to the Consultant as required.

The Consultant(s) and IDLO will first agree a detailed drafting timetable in order to ensure that all materials are drafted in a timely manner and to allow for translation.

The following deliverables should be submitted to IDLO:

The Consultant will draft three (3) sets of training materials, including session plans and any handouts or related documents:

  • Curriculum 1: Introducing SOPs for Investigating SGBV Cases
  • Curriculum 2: Introducing SOPs for Prosecuting SGBV Cases
  • Curriculum 3: Collaboration Between Police and Law Officers in the Investigation and Prosecution of SGBV Cases
  • Two detailed SGBV case studies for use in all trainings, including statement of case, witness statements and other related documents.

The Consultant will support IDLO trainers to deliver the training, including:

  • Developing and delivering a session to familiarize IDLO trainers with the curriculum
  • Test each curriculum in advance with IDLO staff

duration and timeline

The total duration of the assignment is expected to be from 30 November to 23 December 2020. During this time, the Consultant is expected to be responsive and available to communicate with IDLO and project partners as requested by IDLO.

Ideal Candidate Profile

Education

Graduate degree in law, social science, gender studies or related field;

Strong knowledge and proven expertise in:

  • Designing curriculum for adult learners
  • Sexual and gender-based violence
  • Myanmar justice and law enforcement systems
  • Human rights and accountability
  • Delivery training and facilitation skills
  • Excellent communication and interpersonal skills.

Work experience and technical skills

  • Minimum of ten (10) years of substantial professional experience;
  • Knowledge and understanding of the Myanmar political and legal context, including an understanding of the state of the rule of law, access to justice and respect for human rights, with specific focus in the area of SGBV and justice sector reform;
  • Prior work experience developing curriculum with a gender lens for justice actors, as well as development programming;
  • Previous experience researching on the justice and law enforcement systems and accountability in Myanmar is a distinct advantage;
  • Familiarity with IDLO work in Myanmar is a distinct advantage;
  • Proficient use of Microsoft Word, Excel, PowerPoint, data analysis software and internet.

 

Languages

§  Fluency in English is required.

§  Knowledge of Myanmar language is an asset.

TERMS AND CONDITIONS

The consultancy is expected to start in late November 2020. The workplan is expected by the end of Early December. First drafts of the curricula are expected by mid-December 2020. This is a results-based assignment where payments are made upon satisfactory production of evaluation deliverables. The estimated number of workdays for the assignment is 10 workdays over one month.
