Project Director, Haiti HIV Project

We are currently seeking qualified candidates for the position of Project Director for an upcoming CDC-funded project in Haiti.

Project Description

Funded by the President's Emergency Plan for AIDS Relief (PEPFAR), the project will seek to provide Comprehensive Access to HIV/AIDS Care and Treatment, and Prevention Services for Key Populations in Haiti, specifically Sex Workers, Transgender persons, and Men who have Sex with Men (MSM). The project will support facility-based and community-based service delivery models and interventions designed specifically for key populations. It will also support increased access to services, education, and awareness to reduce stigma and discrimination, and capacity building for local and community organizations. Services will be implemented and monitored in collaboration with the Government of Haiti, other multilateral and bilateral donors, and civil society.

Position Summary

The Haiti Project Director will have overall responsibility for administration, program management, performance monitoring and technical implementation and oversight of all aspects of project in Haiti, under the oversight of the FHI 360 regional management team. This position is critical for the development of quality and evidence-based approaches for key populations and priority populations to be reached and linked to a variety of services along the HIV cascade, and to building and growing the capacity of local organizations to further lead efforts in the future. S/he will serve as the primary point of contact for coordination with donor and key stakeholders.

Availability of position is contingent upon funding and approval of key personnel.

Position Responsibilities

  • Provides technical and management leadership to the project and ensure successful implementation of the work plan and achievement of the project’s targets and goals.
  • Provides technical and programmatic oversight directly to the activity areas as well as liaise with senior government officials, dignitaries, executives of non-governmental organizations (NGOs), community-based organizations (CBOs) and the organized private sector.
  • Ensures that technical efforts are evidence-based, community-driven and will contribute to the deliverables in the EpiC annual implementation plan.
  • Ensure effective management and monitoring of program through field visits, regular program and results review meetings, mentoring of team members.
  • Lead development of quality deliverables including reports, workplans and other documents as needed per donor requirements.
  • Oversee program operations team for smooth and compliant finance, administration and grants management following best practice, FHI 360 rules and donor rules and regulations.
  • Ensures alignment of activities with the Haiti Ministry of Health’s (MOH) and existing KP HIV planning and programming and work with other KP and HIV coordinating bodies.
  • Keep abreast of developments in larger HIV/AIDS and KP field; document project methodologies, results, and outcomes, and in collaboration with FHI 360 HQ develop abstracts and publications.
  • Contribute to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Lead advocacy visits with all stakeholders for improved service uptake and create understanding on KP and PP friendly services.

Minimum Requirements:

  • PhD or Masters Degree in Public Health or relevant area with experience in core HIV programs providing oversight in these areas; HIV testing services, peer navigation services, sexually transmitted infections (STIs), VL monitoring, post-exposure prophylaxis (PEP), pre-exposure prophylaxis (PrEP), condom and lubricant programing etc.
  • A minimum of 10 years of experience with progressively increasing responsibility designing, implementing, managing and leading HIV and community led programs involving KPs, multiple CBOs and stakeholders, including experience working on USAID and/or CDC funded projects.
  • Demonstrated ability through previous experience leading HIV interventions through evidence and data driven decision making with supervisory role.
  • Proven experience and/or knowledge of the PEPFAR blueprint for key population programs and WHO and UNAIDS goals and strategies related to the 95–95–95 targets and the cascade for HIV prevention, diagnosis, care and treatment.
  • Familiarity with the demands of cultural and gender diversity relating to KPs especially sex workers, MSM, and transgender persons.
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders; experience with KP community led organizations in Haiti preferred.
  • Demonstrated ability through previous experience to liaise with relevant senior government officials, dignitaries, executives of NGOs, CBOs, and donors.
  • Excellent interpersonal, writing and oral presentation skills in French and English.
  • Experience in Haiti strongly preferred;
  • Ability to travel within country or region and internationally as needed.
