Technical Officer – Health Cluster Coordination

Description of task

Within the delegated authority and under the supervision of the Health Cluster Coordinator, overall guidance of the Head, WHO Country office, the UN Volunteer will:

  • Support the coordination of COVID-19 response activities by Health Cluster partners in Iraq, particularly setting up of quarantine/isolation areas in existing IDP camps; and support to the strengthening of the secondary health system in terms of Infection Prevention and Control, case management, diagnostic and management services.
  • Strengthen pre-existing sectoral coordination by maintaining appropriate links and dialogue with national and local authorities, local civil society and other relevant actors, respecting their respective mandates and program priorities.
  • Lead and/or co-lead, coordinate and conduct health needs assessments with the health partners and other sectors in particular, but not limited to, WASH Nutrition, Food Security and Protection.
  • Contribute effectively to inter-cluster coordination forums and cooperate with other clusters, Government counterparts, and relevant authorities (as appropriate) in planning, coordination, and operational activities.
  • Ensure protection and early recovery are mainstreamed and awareness of the different needs and capacities of women, girls, boys and men of all ages, people with disabilities, and other diversity characteristics such as ethnicity and religion are informing what is done, how it is done and with whom to promote meaningful access, safety and dignity in all phases of the health sector response.
  • Participate actively in gap analysis, priority setting reinforcing the complementarity of partner actions by avoiding duplication and gaps.
  • Ensuring adequate reporting and effective information sharing, reflecting the agreed minimum standards are in place and that all partners contribute on a regular basis to enable appropriate monitoring and evaluation and review the impact of the cluster activities and progress against the strategic Health Cluster objectives and the Humanitarian Response Plan.
  • Participate in reviews of coordination mechanisms and their adaptation over time to reflect the evolving crisis and the capacities of local actors.
  • When required by the Health Cluster Coordinator, convene Health Cluster meetings, ensuring that discussions are participatory and results-oriented. Otherwise, the incumbent should play an active role in the Health Cluster meetings, draft minutes and disseminate with the partners.
  • Support training and capacity building of health sector personnel, of partners and national authorities.
  • Represent the interests of the Health Cluster in discussions with stakeholders on priorities, resource mobilization and advocacy.
  • Ensure adequate contingency planning and preparedness for new emergencies and seasonal adaptation of responses that reflect the actual and potential to scale-up capacities of all partners (local and international).
  • Act as Health Cluster Coordinator Officer in Charge whenever needed.
  • Perform any other related Cluster-specific duties, as required by the Health Cluster Coordinator.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:
  • First university degree in management, public or business administration, health, information management, computer sciences or related field from an accredited and recognized institution
Required experience: 24 Months Experience remark:
  • Post-graduate degree in one of the above fields is an asset;
  • A minimum of two (2) years of relevant professional work experience, at the national and international level, in supporting emergency operations involving applying public health emergency planning and management systems, is required;
  • Experience in developing countries is desirable;
  • Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners or with an international nongovernmental organization is desirable
  • Professional training in partner coordination, emergency management, events management and/or public health is desirable;
Language skills:
  • English(Mandatory), Level - Fluent
  • Arabic(Optional), Level - Working Knowledge
Area of expertise: Resource mobilization, partnership and donor coordination, Monitoring and evaluation, Other health related experience Area of expertise details:
  • Proficiency in MS Office with the use of IT facilities for information-sharing and/or database management.
