Programme Compliance Oversight and Monitoring Assitant

Eligibility criteria

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the overall supervision of the Head of the PCOM and the direct supervision of the Quality Assurance and Compliance Analyst, the Programme Compliance Oversight and Monitoring Assistant wil undertake the following tasks:

  • Programme support to Programme Finance Pillar:
    • Support the Implementation of the National Implementation Modality (NIM) Audit Actions and Evaluation Management Response Actions among programme, project and operations staff and ensure compliance with audit policies, quality standards and timeframes;
    • Support the implementation of Harmonized Cash Transfer (HACT) Quality Assurance Plans and keep a record of all quality assurance reports;
    • Support effective monitoring and analysis of programme financial resources and delivery.
  • Programme support to Compliance, Oversight and Quality Assurance Pillar:
    • Assist in routine follow ups/ tracking of the preparation of quarterly and annual reports and availability of signed Combined Delivery Reports (CDRs) using the CDR Bridge Platform and expenditure reports;
    • Participate in continuous tracking to ensure completion and an updated status in ATLAS among programme units in ATLAS (Project results and targets, update or monitoring plans, update of risks and mitigation actions, documents uploads, including on other web-based platforms such as transparency dashboards);
    • Support project officers to ensure timely closure of projects whilst adhering to corporate standards and steps;
    • Support Quality Assurance monitoring exercises in the office including the use of the project planning risk log updates, etc;
    • Provide project management support to the Accelerator Lab Project and unit;
    • Support the regular monitoring of the Country Office (CO) delivery, resource mobilization, effective revenue management and cost recovery by way of General Management Service (GMS) and Implementation Support Service (ISS), including preparation of periodic donor reports.
  • Programme support to Monitoring and Evaluation Pillar:
    • Support the unit to track progress on Country Programme and Integrated Work Plan (IWP) Results. This will include supporting the organisation of regular Country Programme review meetings;
    • Support the management of programme and Country Programme evaluations in the Evaluation Resource Centre (ERC);
    • Participate in the review of programme and project workplans and associated plans to ensure they prioritise results in the Country Programme, Integrated Workplan and Project Documents, including evaluations planned for the year;
    • Support liaison with the communication unit to prepare communication for programme reports;
    • Assist in the preparation of Steering Committee/Project Board and review meetings minutes, and monitoring visit reports.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:
  • Bachelors degree in social sciences, economics, public administration or related field.
Required experience: Experience remark:
  • Demonstrated interest in Results Based Management (RBM), monitoring and evaluation, planning, evaluation, statistics and/or research methodologies is required, some experience in M&E is an asset;
  • Specific coursework in the area of Results Based Management (RBM), monitoring and evaluation, statistics and/or research methodologies would be an asset;
  • Relevant computer skills; specifically Microsoft Office (i.e. Word, Excel, PowerPoint, social media usage, and others), familiarity with access and statistical software (i.e. SPSS, Stata) would be an asset;
  • Motivated to contribute towards peace and development and to serve others;
  • Good interpersonal, networking and communication skills;
  • Willingness to contribute and work as part of a team;
  • Flexible and open to learning and new experiences;
  • Respect for diversity and adaptability to other cultures, environments and living conditions;
  • Proactivity;
  • Fluency in spoken and written English is required.
