Primary Duties and Responsibilities:
* Palladium is seeking a National Gender and Social Inclusion (GESI) Advisor for a new FCDO programme which aims to strengthen Myanmar's health system.
* The National GESI Advisor position is a part time role based in Myanmar She/he will be responsible for co-creating and implementing a GESI strategy across partnerships and the overall programme, working closely with the consortium’s GESI specialists based in the UK. This role is cross-cutting and requires a flexible and integrated approach across partnerships to ensure that activities are well coordinated and synergistic across the programme. The GESI Advisor will identify gaps, challenges and opportunities across the programme, along with strengthening internal organizational culture .
* The position requires a multitude of competencies, and it will offer a great variety of experience and opportunities working with some leading international and national experts and practitioners.

Primary Responsibilities:

Design and Implementation:
* Work with the consortium’s international GESI specialists to create a GESI strategy during inception and mainstream it across programme design during inception.
* To verify the effectiveness of the programme’s GESI monitoring tools and processes and revise if necessary.
* Consistently support the programme at all stages of programming to facilitate GESI implementation, GESI mainstreaming across all programme workstreams, and context-sensitivity with the team.
* Support the programme team, partners, short-term advisors and contractors to ensure GESI is properly understood, factored in and mainstreamed across all programme’s interventions by, for example, preparing and carrying out (with the support of international GESI specialists as needed) GESI sensitization, GESI trainings, GESI support in reviewing programme deliverables, etc.
* Work with the other senior team members of the project to oversee the work of short-term advisors, contractors, and partners, including developing TORs, providing quality assurance, etc where necessary.
* Enforce Quality Assurance across all GESI outputs.
* Ensure that the annual cross-partnership learning events in Myanmar touches upon GESI considerations.
* Provide GESI inputs required for internal and external reporting.

Partnership management:

Support partnerships, in conjunction with GESI international experts where needed, by:
* Reviewing each partnership on an ongoing basis to understand where it can best achieve GESI impact. This will require the National GESI Advisor to work closely with the leadership at healthcare institutions to help them to strengthen GESI procedures and processes in line with the programmes’ wider GESI strategy.
* Advising partnerships on how to conduct a needs assessment;
* Helping them to develop pro-poor and gender-sensitive health practices and gain buy in for these at an organisational level;
* Deliver GESI sensitization/awareness training to programme team, partners, short-term advisors and contractors, and support reviewing programme deliverables including policies, ToC, Logframe, comms strategies, strategy and approaches, partnerships – from a GESI perspective to ensure GESI is properly factored in and mainstreamed;
* Delivering GESI-targeted care and developing increased knowledge of specific issues faced by women of all ages and women and men with disabilities;
* Develop specific training modules focusing on disability inclusion and gender equity for healthcare workers and further ensure that all curricula developed is GESI-sensitive;
* Mainstream GESI strategies across partnerships that are inclusive and sustainable, with reduced environmental impact.

Required Qualifications:

Requirements:
* Advanced Degree in education, gender studies, or a relevant field in the social sciences; alternatively, proven track of being an effective and established practitioner in the field with clear results documented and examples of work carried out being provided (reports, writing samples, etc.)
* Minimum of 10 years' experience in mainstreaming social inclusion, in particular gender, including but not limited to, review of policy, research design, project design and implementation and reporting – ideally within a donor-funded program environment;
* Demonstrated advanced understanding of FCDO gender standards and requirements;
* Familiarity with FCDO programming, exposure to development programming in Myanmar desirable but not essential;
* Excellent interpersonal skills, ability to communicate, experience relating to a variety of stakeholders – including government, private sector, donors, civil society organisations, beneficiaries, etc.;
* Strong, proven writing, editing and reporting skills including experience of document synthesis and analysis;
* Experience conducting field-based (ethnographic) research, interviews, focus-groups, Training of Trainers, GESI awareness/sensitization trainings;
* Understanding of and interest in the health sector in Myanmar is desirable but not essential;
* A high level of integrity, initiative, adaptability, and ability to perform in a high-pressure environment and working in diverse multicultural teams;
* Burmese nationality or strong evidence of understanding and experience of the Burmese context, history and culture.

Fluidity in English and Burmese (written and spoken).
