1.     Organizational Context

 

  1. Organizational Setting
     
    The post is located in the Financial Reporting Section of the Finance Division, Department of Program Planning and Finance, Administration and Management Sector.
     
    The Financial Reporting Section is responsible for the preparation of financial reporting (including annual financial statements and reports to FITS donors) for both WIPO and UPOV. In this regard, the Section is responsible for ensuring that annual financial statements are prepared in accordance with applicable accounting standards. In addition, the Section is charged with the receipt of assessed and voluntary contributions for both WIPO and UPOV, together with all the related accounting and correspondence and is responsible for the preparation of bank and other reconciliations and for maintaining the accounting records regarding the Organization's fixed assets.
     
     
  2. Purpose Statement
     
    The incumbent performs tasks relating to the preparation of annual financial statements and financial reporting in accordance with applicable accounting standards.
     
     
  3. Reporting Lines
     
    The incumbent works under the supervision of the Head of the Financial Reporting Section.
     
     

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Prepare the accounting records and financial data of WIPO, UPOV and the WIPO Closed Pension Fund (CROMPI) for inclusion in the annual financial statements as well as interim financial reports and check for consistency with applicable accounting standards.

 

b.   Produce the annual financial statements of UPOV and CROMPI for review by the Head of the Financial Reporting Section.

 

c.   Prepare monthly downloads of financial data from the Administrative Integrated Management System (AIMS) for inclusion in UPOV summary reports. Prepare the UPOV summary report template and assist the Head of the Financial Reporting Section in the preparation of monthly accrual accounting adjustments.

 

d.   Analyze accounting procedures and transactions to ensure correct interpretation and compliance with applicable accounting standards and guidance.

 

e.   Prepare detailed calculations of adjustments to align revenue recognition with applicable accounting standards. Review for coherence the data received for input to the calculations, and perform analysis and reconciliations to support movements and trends in revenue figures.

 

f.    Prepare and deliver training and presentations to internal and external audiences; gather and analyze data relating to accounting standards and financial reporting for submission to UN and other bodies.

 

g.   Carry out a range of daily activities as a bank signatory of WIPO, including the review of payments as part of fraud prevention and detection.

 

h.   Perform tasks related to electronic communication of financial reporting, including maintenance of the intranet pages of the Section, and the development of financial dashboards for use by the Finance Division.

 

i.    Provide guidance to staff across the Organization concerning correct interpretation of finance regulations, rules, or procedures as applied to particular transactions. Supervise support staff of the Financial Reporting Section as required. Provide information and assist in the preparation of replies to external and internal auditors and other professional advisors, as required.

 

j.    Perform other related duties as required.

 

 

3.      Requirements

 

Education (Essential)

First-level university degree in finance, accounting or a related discipline or a professional accounting qualification (ACA, ACCA, CPA or equivalent).

 

Experience (Essential)

At least three years of work experience in accounting and financial reporting. Experience working with International Financial Reporting Standards (IFRS) and International Accounting Standards (lAS) or International Public Sector Accounting Standards (IPSAS).  An advanced university degree in one of the afore-mentioned disciplines may be accepted in lieu of two years of experience.

 

Experience of an ERP (preferably PeopleSoft Financials) gained in a financial or accounting role.

 

Experience (Desirable)

Experience working in a UN common system organization.

 

Language (Essential)

Excellent knowledge of English.

 

Language (Desirable)

Good knowledge of French.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the November 2020 rate of 88.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of one year, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
