SCA Background
The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:
The CBR Officer is a supporting position to the CBR Senior Supervisor in Day to day management and administrative work of CBR Workers in RMO. S/he will give close support to his/her CBR Senior Supervisor in all CBR Workers related tasks which includes daily management, administrative work, collection and Compilation of CBRW monthly Plan and reports, providing support to CBR W in the field, and supervise their activities undergone in the regional disability projects.
The Community Based Rehabilitation (CBR) Officer reports to the Community Based Rehabilitation (CBR) Senior Supervisor.
Qualifications & Requirements:
Bachelor’s degree in Business Administration, Sociology, Education or equivalent in the related field.
3-4 years’ relevant experience, especially within an NGO, UN agencies or similar organization. Experience in administration and management is a must. Experience in disability or disability organization is advantaged.
Computer skill at operator level, especially with MS Office packages.
Fluency in English and Dari and/or Pashto, both written and spoken
Interpersonal, supervision, and communication skills
Team worker, analytical, and troubleshooting skills
Experience of planning, reporting, supervision, and budgeting
Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
Honest, proactive and well mannered.

Main Responsibilities:
Act according to the policy and regulations of SCA. Respect and abide by values, vision, and mission of the organization.
Updated with issues related to SCA and the environment where SCA operates
Must be a team player and promote team spirit within disability project team.
Must be result oriented with a strong focus on quality
Develop good co-operation with SCA other programme units, authorities, institutions
Deliver jobs as delegated by Senior CBR Supervisor
Support Employment support section in supply of material to VT centers
Support employment support section in procurement of raw materials for the loanees
Support special Education team in supply of the teaching materials to VPEC and PERC and selection of Special education teacher
Supervisory Tasks
Frequently monitor the CBR Worker activities in the field. S/He should spend at least 50 % of his/her time in the field.
Regularly supervise CBRWs and provide them the required support.
Technical Tasks
Daily management of CBR Workers.
Support CBR Workers in the administrative and financial activities in RMO.
Train and advice CBR-workers for the effective implementation of mobilization and advocacy strategy
Compile and keep copy of all monthly plans of CBRW and provide CBR senior supervisor with accurate and up-to-date information in this regard on monthly basis.
Follow up all CBR worker in the field and provide support to CBRW in the field.
To do need assessment in terms of various trainings for Disability Programme target groups in close coordination with technical officers.
Collect and disseminate good practice regarding Community Based Rehabilitation on a local, national, and international level.
Prepare monthly report and submit to Sr. CBR Supervisor
Financial Tasks
To assist the CBR workers in processing their expenditures and financial transactions to secure accountable practices according to financial regulations.
Training Tasks
Coordinate trainings of CBRWs with admin/logistic units for provision of stationary, food, venue, banners etc.
Tasks of inter organizational relation
Promote gender equality and non-discrimination regardless of ethnicity, political and religious background of target groups
As and when required, participate in workshops, seminars & conference organised by the SCA management
Promote good coordination and cooperation with other SCA projects and units at RMO especially with CDMU.
Tasks of relation with external agencies
Maintain good cooperation and relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders to push agenda of disability empowerment
Actively contribute towards acceptance of disability project, other projects and SCA as a whole by local communities
Miscellaneous Tasks
Perform any other duties assigned by the Senior CBR Supervisor
