Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ILO seeks to recruit a National Project Coordinator (NPC) NO-B level to support an upcoming project on “Combating human trafficking in Egypt by strengthening the national identification and referral mechanism and providing assistance and reintegration services for identified victims”.

The project, if awarded to the ILO at the end of the bidding process, will be implemented in Egypt. The project will be funded by the United States Department of State, Office to Monitor and Combat Trafficking in Persons (TIP Office). It will have a total budget of USD 1,5 million and be implemented over a period of 36 months.

Project goals include: (1) An effective victims’ identification system and a national referral mechanism are in place and operational; (2) Improved comprehensive assistance and reintegration services for identified victims using a victim-centered, trauma-informed, and survivor-informed approach.

The project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of the Governance and Tripartism Department (GOVERNANCE). The FUNDAMENTALS Branch carries out technical cooperation, research and advocacy functions to assist ILO constituents to respect, promote and realize the fundamental principles and rights at work, which are: freedom of association and effective recognition of the right to collective bargaining; elimination of all forms of forced or compulsory labour; effective abolition of child labour; and elimination of discrimination in respect of employment and occupation.


2. Reporting lines:

The incumbent will work under the overall responsibility and supervision of the Director of the ILO Decent Work Team and Country Office in Cairo (ILO DWT/CO-Cairo) . He/She will receive technical guidance from the Coordinator of the Africa Desk at FUNDAMENTALS / HQ and the Senior Specialist on Fundamental Principles and Rights at Work at ROAF. The incumbent will also work closely with the Resmob and Innovation Focal Point at FUNDAMENTALS. At national level, the NPC will coordinate with office and other projects dealing with Fundamental Principles and Rights at Work.

Description of Duties

The official will implement and coordinate the project “Combating human trafficking in Egypt by strengthening the national identification and referral mechanism and providing assistance and reintegration services for identified victims” and ensure the timely delivery of project activities and objectives. More specifically, the officer will have the following duties and responsibilities:

a) Planning, implementation and monitoring of project activities

1. Revise, in consultation with the donor, the logical framework and the monitoring and evaluation plan of the project.
2. Design a detailed work plan covering the project implementation period, in consultation with the Ministry of Labour and the National Coordinating Committee for Combating and Preventing Illegal Migration and Trafficking in Persons, as well as any other relevant partners, in order to achieve the objectives as defined in the project document.
3. Ensure effective implementation of project activities in Egypt in accordance with applicable ILO rules and regulations.
4. Ensure the financial management of the project, by establishing detailed budgets linked to the activities contained in the work plan, including monitoring and reporting on the use of funds, in accordance with ILO procedures, working closely with the finance unit of the ILO Country Office in Cairo.
5. Prepare progress reports as required by the donor.
6. Undertake missions to project sites.
7. Serve as a resource person for project partners and at conferences, seminars, workshops, training sessions and meetings.

b) Coordination

8. Ensure proper coordination with project partners and stakeholders.
9. Communicate regularly with all relevant stakeholders in Egypt to keep them informed of the project's objectives and progress, and to establish collaborations with other projects and development agencies in order to optimize the project's impact and mobilize the necessary resources to sustain the project's action.
10. Keep abreast of the activities of the ILO as well as those of other UN partners in the country and try to identify possible synergies.

c) Supervision

11. Supervise the work of the Administrative and Financial Assistant based in all aspects of the work.
12. Plan, supervise and assist the work of project partners and project collaborators in the field, identifying activities and developing detailed work plans with precise deadlines, in order to achieve the objectives of the project.

d) Other tasks

13. Participate in studies and publications related to the project.
14. Feed with information the various knowledge sharing platforms of the ILO.
15.  Carry out any other task necessary for the success of the project and required by the Director of the ILO Country Office in Cairo.

Required qualifications

Education

First level university degree in public policy, international development, labour law, social science, anthropology, education, economics, or related field preferred and with demonstrated expertise.

Experience

Prerequisite :
• Three years of work experience in a relevant field at the national level.
• Skills relevant to managing programs, including donor coordination, grants management, and anti-trafficking-in-persons expertise.
• Experience in the field of labor law and/or human rights.
Advantage :
• Knowledge and work experience in monitoring and evaluation.
• Field experience in project implementation in collaboration with government structures and NGOs.
• Experience in international development cooperation.
• Familiarity with ILO policies, technical programmes and procedures, including experience working with officials of relevant government ministries, employers’ and workers’ organizations would be an advantage.
 

Languages

Fluency in English and  good knowledge of Arabic.
