NOTE: This position is contingent upon donor funding. Ivoirians nationals and women are strongly encouraged to apply.

Founded in 1933 on the initiative of Albert Einstein, the International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people survive, recover and rebuild their lives. Present today in more than 40 countries IRC works to restore the safety, dignity and hope of millions of vulnerable people around the world. IRC has been working in Côte d'Ivoire since 2002, where it implements innovative projects in the areas of protection of women and children, education, economic strengthening and health.

IRC Côte d'Ivoire's health sector now has projects in the fields of nutrition, epidemiological surveillance, the fight against infectious diseases (HIV and Malaria), water, hygiene and sanitation (WASH), sexual and reproductive health, family planning, and maternal, child and newborn health (SR/FP/MCNH). These various projects are implemented with national stakeholders and various donors in 20 regions and 51 health districts of the country.

IRC is looking for a Deputy Chief of Party (DCOP) for an anticipated five-year USAID-funded integrated maternal, newborn and child health (MNCH), reproductive health (RH) and malaria project in Côte d'Ivoire. The project aims to reduce maternal, newborn and child mortality and improve reproductive health among young people and women of reproductive age. The scope of this activity will include tackling the major causes of maternal, neonatal and child mortality. It will also include malaria in pregnancy (MIP).

The DCOP will work closely with and report to the COP to provide technical oversight of MNCH/RH and malaria activities. The DCOP will directly supervise the various technical components of the project and lead the development of work plans and reports (monthly, quarterly and annual). This position is contingent upon donor funding.

• Provide technical advice, technical assistance and mentoring in the delivery of MNCH/RH and malaria services.

• Assist the COP in all technical and managerial aspects of project implementation.

• Develop new approaches and innovative strategies to increase the demand and utilization of services by the populations as well as the supply of MNCH/RH and malaria-related services at both institutional and community levels.

• Identify the learning needs of project staff and provide technical assistance, advice and coaching to the project team on technical issues related to project implementation.

• Act as interim COP if necessary and in this role, represent the project to the USAID mission, and other stakeholders (U.S. government officials, Cote d'Ivoire government officials, other donors, civil society and private sector partners).

• Closely monitor the implementation of project activities against approved work plans and budgets, and ensure timely completion of results and achievement of objectives.

• Lead the development of annual work plans, interim reports, and other required deliverables.

• Provides oversight of activities to ensure that they are appropriate to the approaches.

• Develop and maintain strong working partnerships with all project partners and stakeholders.

• Work closely with project staff and partners to identify, document and disseminate best practices.
