Present today in more than 40 countries IRC works to restore the safety, dignity and hope of millions of vulnerable people around the world. IRC has been working in Côte d'Ivoire since 2002, where it implements innovative projects in the areas of protection of women and children, education, economic strengthening and health.

IRC Côte d'Ivoire's health sector now has projects in the fields of nutrition, epidemiological surveillance, the fight against infectious diseases (HIV and Malaria), water, hygiene and sanitation (WASH), sexual and reproductive health, family planning, and maternal, child and newborn health (SR/FP/MCNH). These various projects are implemented with national stakeholders and various donors in 20 regions and 51 health districts of the country.

POSITION OVERVIEW

IRC is looking for a Chief of Party (COP) for an anticipated integrated five-year USAID-funded maternal, newborn and child health (MNCH), reproductive health (RH) and malaria project in Côte d'Ivoire. The project aims to reduce maternal, newborn and child mortality and improve reproductive health among young people and women of reproductive age. The scope of this activity will include tackling the major causes of maternal, neonatal and child mortality. It will also include malaria in pregnancy (MIP).

The COP will be responsible for the overall technical supervision and management of the project and will serve as the main institutional liaison with the donor (USAID) and the Ministry of Health. The COP will be responsible for ensuring that the program is implemented in accordance with the cooperation agreement, donor and IRC regulations, and internationally recognized institutional and community health standards. The COP will ensure that project initiatives adequately address the needs of the beneficiary population in the most cost-effective manner possible.

MAIN RESPONSIBILITIES

• Provide high-quality leadership, administrative, financial and managerial oversight, and monitoring throughout project implementation.

• Ensure that all partners are aware of the expectations of the project, are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium.

• Lead activities to improve the capacity of local organizations to manage US Government funding and deliver high-quality MNCH/RH and malaria services to targeted populations.

• Manage effective activity implementation and use of resources to achieve project outcomes.

• Monitor work plans, budgets, and finances in accordance with USAID rules and regulations and IRC policies and procedures.

• Serve as project representative to the USAID Mission, other US government representatives, Ministry and other Government officials, other donors such as the Global Fund, partners, and other civil society and private sector stakeholders.

• Establish and maintain strong working partnerships with all project partners and stakeholders.

• Plan, direct, and coordinate activities to ensure that project outcomes are accomplished and targets reached on time and within budget.

• Work closely with the IRC’s monitoring and evaluation (M&E) team to develop M&E tools to enable effective project management.

• Oversee the development of annual work plans, progress reports, and other required deliverables.

• Carry out supervisory responsibilities in accordance with IRC policies and applicable Ivoirian laws.

• Recruit, coach, supervise and manage a team of highly qualified personnel and align their efforts to ensure rapid and sustainable team results.

• Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect and empowers staff.
