Overall purpose of the role: The Protection Coordinator is responsible for the strategic development and technical supervision of DRC’s protection programme which aims at protecting and promoting the safety and rights to displacement and conflict affected people in Libya. The Protection Coordinator is expected to provide technical guidance, support and oversight on all aspects the programme, including strategy, development, programmatic resources (guidelines, tools etc.) and capacity development as well as representation/advocacy. The Protection Coordinator is ultimately responsible for the overall quality and impact of the programme. The Protection Coordinator will also participate and represent DRC in coordination meetings, in line with agreed DRC advocacy and programming strategy.

Responsibilities:

Programme

  • Lead on the updating and rolling out of the Protection Strategy, for DRC’s response to the protection issues affecting displacement and conflict affected people in Libya. This includes identifying protection risks, vulnerabilities and threats in the context of the country’s protection strategy and developing programmatic responses to identified needs and gaps towards clearly defined protection outcomes.  
  • Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that programmes strategies are devised in promotion of DRC's values, culture and beliefs; and that the strategy is gender and conflict sensitive.
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems
  • Develop and review program monitoring and implementation tools/guidance docs such as SOPs, tools and forms on a wide-range of protection-related activities, including protection monitoring, Individualized Protection Assistance (IPA), case management, legal assistance, information dissemination etc.. To this end, ensure compliance with DRC’s global standards and guidelines and ensure coherence and synergy across DRC Libya’s programmes.
  • Provide strategic and technical guidance to programme staff in effective on-going monitoring on programme objective/outcomes/impacts,  as well as technical standards applicable to specific activities in order to ensure consistency and quality in the implementation of the programme; rendering technical advice for fine-tuning plans/modalities where required
  • Identify and develop strategic and complimentary entry points for DRC protection. This may include exploring and developing strategic partners contributing to quality and scaling up of programmes
  • Quality control; carrying out regular site visits and ongoing discussions with the team to ensure that services provided are in accordance to standards; making recommendations and working with the team to ensure recommendations are applied
  • Play a proactive role in integrating protection strategy with other sector strategies to ensure maximum impact; working collaboratively with other technical specialists/coordinators to ensure that minimum protection standards are included.

Representation and coordination

  • Represent DRC towards external stakeholders, including humanitarian partners, donors, authorities, embassies etc. on ongoing protection needs, trends. Act as DRC’s focal point for all coordination forums related to protection, including but not limited to the Protection Sector. To this end, coordinate with the Protection Manager(s) to ensure coherence and efficiency in the representation at both national and local levels and across programmes, making sure to promote messaging consistent with DRC's advocacy strategy.
  • In coordination with the Head of Programme, collaborate with the different entities and focal points within DRC at the regional and global level on programmatic issues related to protection and advocacy. To this end, actively participate in the exchange of best practice and resources and contribute to the development of strategies resources and documents related to protection and advocacy.
  • Act as DRC’s protection focal point for a consortium of INGOs addressing the needs of migrants and refugees in Libya and along the Central Mediterranean Route. To this end, coordinate with the Consortium Coordination Unit and the different consortium partners on issues related to protection strategy, advocacy, programmatic activities and resources etc. 

Monitoring Evaluation Accountability and Learning

  • In coordination with the MEAL Manager and the Information Management Officer, develop information management systems that support the effective implementation of the protection  activities, such as protection monitoring and needs assessment, IPA and case management. To this end, define clear programmatic needs and objectives, and support the development of suitable information management platforms, tools and processes.
  • Monitor programme objectives, outputs, indicators and activities – ensuring team remain on track as per agreed donor commitments
  • Ensure learning from the protection programme is  documented/captured, consolidated and disseminated, contributing to knowledge building and sharing within Libya and globally to influence policies and programme planning

Grants Management

  • Work closely with the Head of Programme and the Grants Management Coordinator to identify funding opportunities;
  • In coordination with the Head of Programme, Protection Managers, the Grants Management Coordinator and the MEAL Manager develop project proposals/CNs and project revisions based on identified gaps and needs as well as strategic priorities. To this end, define programme activities, logframes and budgets based on baseline assessments and internal learning.
  • In coordination with the Protection Managers, the MEAL Manager and the Grants Management Coordinator, produce and consolidate donor reports by providing technical oversight on strategic considerations and programme activities so as to ensure accurate, coherent and timely reporting.

Human Resources

  • Provide technical support on the recruitment and the management of all programme staff for the protection programme, including managerial and non-managerial positions. To this end, develop Terms of Reference (ToRs), develop staffing plan, participate in recruitment processes and performance evaluations.
  • Support the professional development of programme staff by carrying out an learning needs analysis which informs the learning and development plan.
  • Facilitate capacity building for team members and partners to develop stronger protection expertise in-country. This includes coaching, capacity and mentor building and providing technical matrix line management support to protection colleagues.
  • Any other tasks as delegated by Head of Programme

 

Experience and technical competencies:  

  • At least 5-years’ experience in the fields of working for international humanitarian organizations in complex conflict settings, including as a minimum 3-years’ experience in a managerial capacity
  • Previous experience working in context of mixed migration flows and internal displacement with good knowledge of the protection issues affecting people in a situation of forced displacement or migration
  • Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop programmatic or advocacy strategies towards greater quality and impact
  • Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in proposal writing/reporting and budget
  • Excellent technical knowledge of protection standards and principles and demonstrated capacity to develop effective responses to identified protection needs and in accordance with the relevant frameworks 
  • Commitment to integrate gender, conflict sensitivity and accountability into programming
  • Strong capacity in influencing and engaging a range of stakeholders; with proven representational skills and the ability to advocate in line with humanitarian principles
  • Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact
  • Strong capacity building, facilitation, and presentation skills
  • Ability to work flexibly in a diverse team; with proven leadership skills

Education:

  • Master’s degree in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development 

Languages:

  • Fluency in written and spoken English
  • Knowledge of Arabic an asset
