Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Humanitarian Affairs Specialist or his/her designated mandated representative(s), the UN Volunteer Emergency Officer will support to provide:

  • Act as a focal point for countries as assigned;
  • Regular monitoring of humanitarian situations and developments in the relevant Country Offices and provide technical advice to COs on CERF/EPF/Flash appeals;
  • Effective follow up and collection of available data regarding the evolving emergency situation and its implications on women and children in MENA region as well as implication to the ongoing UNICEF operation;
  • Supports constant flow of information and communication crucial for the planning and implementation of emergencies responses;
  • Undertakes support field missions to support country offices with emergency expertise as part of UNICEF response preparation with particular emphasis on gender and AAP;
  • Ensure well organised EMT and COVID meetings through its secretariat, including by developing briefing notes, undertaking note taking, keeping action trackers and regular dissemination and follow up of recommendations with country offices and other stakeholders;
  • Participates in the review and uality assurance of various humanitarian documents, including the HAC, HNO,
  • Support the delivery of humanitarian thematic webinars for regional and country office staff members;
  • In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance. Immediately collects reliable information to verify the nature and extent of the emergency with staff, government officials, other UN agencies or local organizations and media;
  • Assists supervisor with assessment of local emergency and security situation. Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children, mothers and the community. Assists with the assessment of the validity of the emergency preparedness plan and ability of the office vis-à-vis the current crisis as well as immediate and additional needs. Provides input in and contributes toward determining priorities and an appropriate intervention by UNICEF. Coordinates with other partners to make a rapid assessment covering priority areas and establishes contact with community groups, government, UN agencies, media and other partners to keep the country office of emergency situations;
  • Participates in reviewing, implementing and monitoring the emergency preparedness and response plan as necessary. Assists in identifying urgent staffing requirements and redeploying country office staff. Follows up with the timely delivery of assistance and procurement of supplies, and monitors the appropriate and effective use of UNICEF resources. Identifies problems and constraints in project delivery. Sends daily situation reports to concerned parties;
  • Collects and analyses lessons learnt from UNICEF's emergency operations experience and contributes towards adoption of the best practices and standards for longer-term emergency interventions. Assists in identifying longer-term requirements of the emergency intervention/operations;
  • Any other related tasks as may be required or assigned by the supervisor.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
  • Advance university degree in one of the following fields: social sciences, public administration, law, public health, international relations, business administration or other related disciplines.;
Required experience: 36 Months Experience remark:
  • Three years of relevant professional work experience at the country or international levels in programme/project development, planning, implementation, monitoring, evaluation or administration;
  • Developing country work experience (for IP) or field work experience (for NO). Training/experience in emergency response management highly desirable.
  • Field experience in a humanitarian operation also highly desirable.
  • Other desired/mandatory required technical knowledge:
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills; Fluency in English is a must and a second UN language; Knowledge of Arabic as an asset.
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
